With the deepening of China's sports reform,the traditional competitive sports development model needs to be improved.The rights,responsibilities,and responsibilities of the government,society,collectives,and individuals are unclear,and the legal relationship is unclear.In particular,there are frequent legal disputes in the field of competitive sports.The current topic of how to implement "rule by law" has become a hot topic in academic circles.How to achieve autonomy of sports on the basis of "rule by law" is particularly critical to solving many problems of competitive sports at the same time.The sustainable development of sports in China is also of great significance.This research makes reasonable use of cooperative governance theory and basic legal knowledge,and takes the participating subjects in the process of China's competitive sports reserve talent cultivation as research objects,and participates in the cultivation of competitive sports reserve talents in China from administrative,civil and commercial law,and social security law.Research on the behavior and relationship of subjects.The conclusions of the study are as follows:First,The total amount of policies related to competitive sports is relatively small,and the legal system of competitive sports needs to be improved.The situation that"there is a law to follow" in competitive sports has not yet formed.Secondly,there are fewer leading policies promulgated by my country's major sports administrative agencies,and the implementation effect is insufficient.Thirdly,the distribution of sports legislative power in my country is relatively vague,the level of legislation is low,and the legal status of some sports organizations is not yet clear.Finally,my country still lacks policies and regulations that specifically guarantee and promote the development of sports clubs.Second,The complex and diversified trend of sports legal relations in competitive sports in my country poses challenges to the formulation and improvement of competitive sports laws and regulations in the future.Third,Competitive sports reserve talent guarantee system construction is slow.my country has not yet issued a comprehensive "social security law",and the construction of the athlete's security system has been slow.As far as the policy documents have been issued,the target of its guarantee is policy bias,and most athletes can only enjoy limited social security.Fourth,The athlete's own awareness of the rule of law is weak.my country's traditional athlete training method is an important reason for its weak legal awareness.In addition,my country's competitive sports have long been relatively exclusive of judicial relief is also an important factor.
