High-quality talent is important force for a country to achieve its various development goals.Education is a necessary and key link for implementation of the talent strategy,and teacher who is one of primary three elements in education activity shoulders the important mission of training students.The quality of talents is closely related to the quality of teachers.Therefore,in today's international situation of increasingly fierce competition in the comprehensive national strength of various countries,how to guarantee the quality of teachers and train a group of high-quality teachers to ensure the quality of personnel training have become a common problem all countries are facing.It is known to all countries that the implementation of teacher education certification is an important external assurance mechanism to guarantee the quality of teacher education.China is no exception to actively promote the work of teacher education certification.At present,the teacher education professional certification in China is in initial stage.In order to avoid detours,learning teacher education certification theory in the world and learning the practical experience of other countries have theoretical and practical significance for China.India and China both are developing countries,they have many similar problems in the field of teacher education.Taking a comparative perspective,through collecting and analyzing a large number of literature materials of Indian teacher education certification,the core problem of this study is determined.In order to meet the large demand for specialized teachers of the country and society,India has established a teacher education certification system to guarantee the quality of teacher education,and whether its experience can bring enlightenment to the construction of teacher education certification system in China.The way the thesis develops is shown as follows:exploring the background of Indian teacher education accreditation system,reviewing the development process of Indian teacher education system,introducing the current teacher education certification system in India.On this basis,this paper analyzes the advantages and disadvantages of Indian teacher education certification system and attempts to exploring the enlightenment which the work of teacher education certification in India can bring to the construction of teacher education certification system in China.The first chapter is the introduction part of this study.This paper expounds the reasons for the topic selection of this study from three aspects:theoretical basis,reality call and concrete examples.This paper analyzes a large number of relevant literature from five dimensions:Indian teacher education certification standards,certification procedures,certification results,country comparison and reform research.Based on this,the core concept of this study is defined.The research questions,research ideas and research methods are determined too.It is pointed out that the innovation of this study is to enrich the research on Indian teacher education certification system and to enrich the comparative research in the field of teacher education between China and India.The second chapter explores the background of the establishment of teacher education certification system in India.That is,Because of teacher education is market-oriented and is commercialized,private teacher education institutions are constantly emerging and their quality is unequal.To improve this situation,India is badly in need of establishing an external quality assurance system to guarantee the quality of teacher education.The Indian government is paying increasing attention to the quality of teacher education and is strengthening supervision.In addition,the higher education certification carried out by the National Assessment and Accreditation Council(NAAC)can provide valuable experiences for teacher education certification.Chapter three summarizes the development process of Indian teacher education certification system according to the period of single institution certification and the period of dual certification.These two periods correspond to the period of cooperation between the National Council for Teacher Education(NCTE)and the National Assessment and Certification Council(NAAC)and the period of cooperation between the National Council for Teacher Education(NCTE)and the Quality Council of India(QCI).The fourth chapter introduces the general situation of current Indian teacher education certification system from the aspects of certification target,certification subject,certification object,certification standard,certification procedure and certification result judgment.The fifth chapter analyzes the advantages and disadvantages of Indian teacher education certification system.The advantages of Indian teacher education certification system include certification is Output-oriented and is focused on assessment of learning outcomes;Process of certification is normative and emphasizes self-evaluation and continuous improvement;To carry out dual certification in order to expand the certification objects;Give full play to the advantages of information,and certification is efficient.The disadvantages of Indian teacher education system include certification subject is lack of regional professional certification bodies and certification efficiency needs to be improved.;certification standards are not sound and not classified;the slightly solidification of institutional rankings is questioned.Chapter six explores the enlightenment of Indian teacher education certification system,i.e.we should strengthen cooperation between provinces and departments and give full play to local strengths;standardizing certification procedures to facilitate continuous improvement;strengthening information certification;maximizing the effectiveness of certification results.
