In April 2016,the general office of the State Council issued the opinions on strengthening school physical education to promote the all-round development of students' physical and mental health,which clearly indicates:"the national curriculum plan has made explicit provisions on the physical education curriculum standards and curriculum contents of primary and secondary schools,primary and secondary schools in all provinces and cities should strictly abide by the regulations,fully open physical education courses,and scientifically plan the three stages of physical education And the teaching convergence work From the teaching effect of physical education curriculum in primary and secondary schools,in recent years,the physique of young people in China has been declining year by year;most of them have not got any sports skills after 12 years of physical education,even after graduation from University;there are some problems such as disordered contents and low-level repetition in the physical education courses of different stages.This paper uses the methods of literature,questionnaire,expert interview,statistical analysis and logical analysis to study the integration of physical education curriculum in primary and secondary schools in Changsha.The results show that:(1)The integration of physical education curriculum in primary and secondary schools is necessary to realize the dream of sports power,to follow the law of physical and mental development of teenagers,to reform school physical education curriculum,and to realize the systematization of physical education teaching.(2)From the four aspects of physical education curriculum objectives,teaching material content,teaching content convergence and sports skills learning continuity,it is concluded that the integration of physical education curriculum in primary and secondary schools in Changsha is not optimistic.(3)The factors that affect the integration of physical education curriculum in primary and secondary schools in Changsha are system decision-making,management supervision and implementation control,including 10 main factors.(4)The four levels of government,school,society and family constitute the main body of the integrated collaborative governance of primary and secondary school physical education curriculum in Changsha.(5)Through the analysis of the relationship between the above governance subjects,this paper constructs a "four in one" collaborative governance system of government,school,society and family,and puts forward the countermeasures to achieve collaborative governance.On this basis,the following suggestions are put forward:(1)Government departments should improve the security system of primary and secondary school physical education system,strengthen the guidance of primary and secondary school physical education curriculum design,and establish an effective performance evaluation system for the integration of primary and secondary school physical education curriculum.(2)Primary and secondary schools should implement the government's educational policy;innovate the mode of school sports work and personnel training;improve the evaluation,supervision and management mechanism of school physical education;strengthen the training of primary and secondary school physical education teachers,improve the means of education and incentive;strengthen the construction of sports facilities.(3)Physical education teachers in primary and secondary schools should follow the principle of logicality and systematization when choosing teaching contents.They must pay attention to the internal logical relationship between the first and the next semester,each school year and each school segment,the knowledge system of sports skills and the relevance of sports activities inside and outside class.(4)It is suggested that social sports training institutions should do a good job in extracurricular physical education curriculum training for primary and secondary school students and achieve the integration of physical education curriculum in and out of class.(5)Parents should cultivate their children's sports consciousness and spirit,supervise and boost the integrated construction of school physical education curriculum.
