With the adoption of the "3+1+2" mode,a new reform measure for Hubei Province's college entrance examination, high school students are generally subject to heavier workload. However, while most time is spent on various exams and practice, insufficient emphasis is put on improving their ability of solving questions. In addition,in the case of the author's school, the schedule is tight for geography teachers and, they don't follow any standardized and reasonable procedures. This lack of emphasis on developing exams by geography teachers, along with their weak ability in adapting or creating exams and deficiency in studying and practicing examination theories, has largely restricted their professional development and further reform of geography teaching. So,the author believes it is essential to develop well-founded exams with high quality and efficiency.Based on the research of relevant literature, the new geography curriculum standard, the author's own teaching experience and the experience of generating test papers, the author put forward the principles to be followed in generating test papers, the concrete operating steps, the common methods, and the combination of theory and demonstration. Finally, the author put forward some strategies and suggestions to improve teachers' ability of generating test papers. The paper consists of seven parts:The first chapter introduces the research background, significance, domestic and foreign research status, methods and technical routes. The second chapter puts forward the concept of test paper composition and elaborates the relevant theoretical basis. The third chapter uses the teacher questionnaire survey method and the interview method, analysis the current situation and problems of the teacher's test paper in the author's school. The fourth chapter combines the examination outline and the new geography curriculum standards,as well as its own test paper experience, and proposes the principles, general procedures, common methods of test papers, and standards for measuring the quality of test papers. For example, the practical principles with the characteristics of geographical disciplines, the principle of combining graphics and text, methods of imitation, adaptation, and originality. The fifth chapter conducts empirical research on the process of test paper formation, combining theory with practice. And through the questionnaires and interviews of the students, the problems and reasons of the test papers were analyzed. The sixth chapter puts forward measures to cultivate and improve the ability of geography teachers to form test papers,so that the examination becomes a regulating means of teaching students according to their aptitude. Finally, the conclusions of this research and further prospects are proposed.
