Research On The Resource Acquisition Capability Of Private Social Work Institutions Under The Project System

The project system is not only the main form for the government to purchase social work services,but also an important way for private social work organizations to obtain resources.Under the project system,the ability of private social work organizations to obtain resources,as the basic ability to affect the survival and development of institutions,is difficult to be improved due to the limitations of multiple factors,which leads to a variety of problems.Under the background of creating a new pattern of social governance,it is worth pondering how to effectively improve the resource acquisition ability of private social work organizations and promote their professional and sustainable development,so as to give full play to the due role of private social work organizations in social governance.Private social work organizations in Wuhan are currently in a period of vigorous development,it explores and analyzes the resource acquisition capacity of representative organizations,which has a certain reference significance for the improvement of resource acquisition capacity of other private social work organizations in Wuhan.Based on this,this research mainly uses the methods of participatory observation and semi-structured interview to collect research data,according to the implementation of the project system in Hanyang District of Wuhan City,starting from the resource dependence theory,taking H private social work organization as an example,this paper analyzes the current situation and influencing factors of institutional resource acquisition capacity under the project system,as well as the problems caused by the lack of resource acquisition capacity,and finally puts forward targeted countermeasures and suggestions.This paper has five chapters,the specific contents are as follows:The first chapter discusses the macro background and significance of the research,and then determines the starting point of the research by combing and summarizing the existing literature on the research of private social work organizations and the capacity of social work organizations.The second chapter summarizes the implementation of the project system in Hanyang District of Wuhan City and the basic situation of H private social work organization,and on the basis of the resource dependence theory,this paper describes the current situation of H organization's resource acquisition ability from two aspects:basic resources acquisition ability and extended resources acquisition ability.According to the materials collected by the interview,the third chapter specifically analyzes the factors affecting the resource acquisition ability of H private social work organization under the project system,including the quality of services provided by the organization,the social work consciousness and personal ability of the heads of the organization,the competition for resources among the organization,the voluntary service consciousness of citizens,the support of the government to private social work organization.The forth chapter describes the various problems caused by the lack of resource acquisition capacity,for example:the work pressure of social workers increases and the work enthusiasm decreases;the development of activities in the project are limited,which affects the service reputation of the organization;the lack of professional training hinders the implementation of the project;the autonomy of the organization is poor,which restricts the development of the organization.Based on the resource dependence theory,the fifth chapter puts forward countermeasures to improve the acquisition ability of resources from the two aspects of H organization itself and external environment.On the one hand,as the main provider of institutional resources under the project system,the government can take measures such as improving the design of the project system,increasing support for private social work organizations,and raising citizens' awareness of voluntary service to create a good external environment for the improvement of the ability of institutions to obtain resources.On the other hand,as an independent subject,the organization should take the initiative to adopt measures,such as:building characteristic service brands,exploring multiple financing channels,improving organization rules and regulations,so as to improve their ability to obtain resources.
