E-learning plays an increasingly important role in reforming education in advanced countries as it brings a series of positive changes in education.Unfortunately,e-learning has not applied widely and has not demonstrated its contribution to enhancing educations in the least developed countries.What are the reasons why this situation is formed,and what is a solution to change this status?This thesis studies these themes to find the possible solutions that the least developed countries(LDCs)can benefit from e-learning.To use e-learning to enhance the education of the LDCs,this thesis first studies the status of education and analyzes the reasons why e-learning has not implemented in these countries.Then it analyzes the missing conditions that the LDCs have not deployed the e-learning platform compared with the advanced countries.This thesis identifies that one of the main reasons is that there is no terrestrial Internet service because the local economy cannot afford the terrestrial Internet service.Through screening the potential technologies,this thesis considers that the satellite internet is the possible way to provide Internet service in the LDCs as the territorial internet does in the advanced countries.Next,this thesis further studies the issues of deploying cost-effective satellite internet.This thesis identifies that the satellite internet may be cost-effective technology to provide Internet access to support e-learning services in the least developed countries.Hence,it forms the suggestion that is building e-learning service on the satellite internet.Along with this direction,the satellite internet is first evaluated on its technology mature,the difference from other technologies,and the cost-effect.Then Bangladesh is selected as an example country to discuss how to build an e-learning service on the satellite internet.Further,what are the potential resources for building an e-learning platform on the satellite internet is discussed.Concretely,what the resources from The United Nations Educational Scientific and Cultural Organization and other countries can be used to build the e-learning platform is discussed.Last,the limitations and risks of building an e-learning service on the satellite internet are also discussed.This thesis has its findings on the research problems of developing an e-learning platform on the satellite internet.First,the whole world has realized the importance of using educational technology to reform education.All of the developed,developing,and least developed countries have invested in information and communication technology to improve the school.For the development of ICT in the education sector,LDCs and developing countries need to have a long term plan of cooperation because it is related to many things and requires a constant effort.According to the experience of different developed countries,it is not possible to accomplish the goal within just a few years.Second,this research highlighted the importance of e-learning and satellite internet in the LDCs,and also showed most critical factor to implement e-learning in the least developed countries.And suggested bilingual blended learning system for the least developed countries via the satellite internet.However,satellite is the most advanced field of space industries because of its significance in global economics architecture.Many world giant companies have already invested in this sector.Satellites communications can establish connections and create a balance between metropolitan educational institutions and organizations with sufficient infrastructure to provide quality education and the large number of backward rustic and semi-urban areas institutions that lack the necessary facilities.Third,currently,the satellite is costly,but the cost is dropping with the invention of small spacecraft.The hybrid satellite will allow a satellite to provide cost-effective broadband to the vast area effectively.With the advance of satellite technology,the LDCs can acquire Internet service at a low price soon.
