System Dynamics Of S&T Transfer In University

The university is the main position of science and technology innovation, also is theimportant force in the transformation of scientific and technological achievements. Speeding upthe transformation of scientific and technological achievements effectively, realizing the changeof the science and technology productivity and build an innovative country competitivenessneeds to research of university science and technology achievements transformation problemseting out from the system level. At present, the ability of academic research in Chinesecolleges and universities has been rising in the world scope, the ranking in colleges anduniversities of the world has been refreshed. But, the uneven output and transformation ofscientific and technological achievements does not match with the scientific research ability inChina. Based on this, this article with efficient and effective transformation of scientific andtechnological achievements as the research target, to the idea of system analysis to explore theways and modes of transformation of scientific and technological achievements in colleges anduniversities, and constructs the system dynamic model.First of all, this study reviews the transformation of scientific and technologicalachievements in China’s basic situation, comprehensively and systematically describes thepresent situation of the transformation of scientific and technological achievements in Chinesecolleges and universities, colleges and universities in China is pointed out the problems existingin the transformation of scientific and technological achievements, through the transformationof scientific and technological achievements related literature at home and abroad, combiningthe reality of the transformation of scientific and technological achievements in Chinesecolleges and universities. Based on system thinking of scientific and technologicalachievements transformation mechanism in colleges and universities in China andtransformation model, and using the innovation ecological dimension theory analyzes thetransformation of scientific and technological achievements of the big four innovationcommunity, respectively is the enterprise innovation system, the support system of colleges anduniversities, the government’s policy support system, social support system. On this basis, thispaper constructs the system dynamics model, and combined with the sample enterprise modelsimulation, the empirical results found that colleges and universities support system for thelargest contribution to the enterprise innovation benefits. The role of the support system ofcolleges and universities is to leverage social resources, to play the role of social supportsubsystem. In this paper, from the level of policy research further scientific and technologicalachievements transformation system in colleges and universities in the colleges and universities,and studied the reorientation of government functions and, in turn, to translate theoretical research into policy practice. Finally for the purpose of this article deficiency and futureresearch trend is discussed in this paper.This paper studies the construction of scientific and technological achievementstransformation system in colleges and universities and management, university of science andtechnology achievements transformation policy formulation and implementation is of greatsignificance.
