Research On The Construction Of Safety Management System In Colleges And Universities From The Perspective Of "safe Campus"

The report of the Nineteenth National Congress of the Communist Party of China states : " To build a peaceful China,strengthen and innovate social governance,maintain social harmony and stability,ensure long-term stability of the country,and the people live and work in peace and contentment." As an important base for the national training of talents,the security and stability of colleges and universities have an important impact on social stability,and are of great significance to national security and economic development.The construction of "safe campus ",aiming at maintaining the safety and stability of colleges,caters to the need of innovative social governance and is also an important part of the construction of Ping an China.With the continuous enrichment and development of the connotation and extension of "safe campus ",the safety management system of colleges has also achieved remarkable results,consolidated the situation of long-term stability of the campus,and enhanced the security and satisfaction of the main body of teachers and students.However,compared with the new requirements of "safe campus" construction,compared with the new expectations of the Party and the country,there is still a gap,which needs to be further adjusted and improved.Therefore,exploring the construction of university safety management system from the perspective of "safe campus" is not only the proper meaning to deal with the new problems and challenges of the current security situation,but also the requirement to serve the goal of "safe campus" construction.In order to ensure the harmony and stability of the campus environment and create a multi-subject cooperative governance work pattern,this paper takes colleges as the research object,through consulting and combing the relevant documents,and conducting interviews with teachers and students.To further understand the current situation and existing problems of the construction of safety management system in colleges,and to optimize and perfect the safety management system of colleges by using the frontier theories of governance theory and cooperation theory,so as to better improve the overall efficiency of the safety management system in colleges.This paper first examines the concept definition,constituent elements and construction principles of the safety management system in colleges,and deeply understands that the safety management system in colleges is a system engineering composed of the main body,content,object and means,so as to delimit the research scope of the safety management system in colleges.Secondly,it expounds the challenges facing the safety management in colleges,and dealing with these challenges is an important reason for the construction and improvement of the safety management system in colleges.Thirdly,based on the perspective of "safe campus ",this paper analyzes the present situation and existing problems of the construction of safety management system in colleges,including the problems of poor organizational structure,lagging team building,weak information coordination,weak assessment and evaluation,and low scientific and technological level.Finally,the countermeasures and suggestions to improve the safety management system in colleges are put forward.Through perfecting the operation mechanism,improving the level of science and technology,speeding up the construction of the team and other measures,we can solve the problems existing in the system and realize the leapfrog development of the safety management system in colleges.
