This thesis focuses on the internal governance structure of Japan's first-class universities,chose the University of Tokyo and Keio University as cases.Through the use of text analysis,case study,and comparative research methods,perform an in-depth analysis of the internal governance structures,characteristics of internal governance structures,and the implementation of internal governance structure functions of the University of Tokyo and Keio University.In order to strengthen the understanding of Japan's first-class university governance,enrich China's university internal governance theory,or provide some reference for China's university internal governance construction.Based on a review of the evolution of the internal governance structure of Japanese universities,this thesis analyzes the internal governance structures of the University of Tokyo and Keio University in Japan in detail,and analyzes and compares the allocation of academic power and administrative power in the two universities.Based on this,the characteristics of the internal governance structure of the two universities are summarized: the internal governance structure of the University of Tokyo has a clear division of labor and checks and balances;participation outside the school,democratic management;Keio University's internal governance has three characteristics: power distribution: the relative separation of management and teaching;governance characteristics: legality,publicity,and autonomy;governance model: professors' committee autonomy.After that,it further analyzed the implementation of the internal governance functions of the University of Tokyo and Keio University,and cut in from the effective implementation of the function and the current challenges.The effective implementation of the internal governance function of the University of Tokyo and Keio University,Effective results have been achieved in university organization and operation,financial operation,education quality,scientific research results,and college reputation.For the current challenges: Both the University of Tokyo and Keio University are currently facing challenges such as the power of the president being too concentrated,which has led to inconsistencies in power and responsibility.Finally,this paper attempts to summarize the characteristics of the internal governance structure of Japanese national universities and private universities,expound the impact of external governance on the internal governance structure,and finally put forward some suggestions for the construction of the internal governance structure of Chinese universities for reference.
