| Since the promulgation of Interim Measures for the Formulation of the Articles of Colleges and Universities in 2012,China has always attached importance to the role of the articles in the management of colleges and universities according to law and scientific development policy,and is committed to promoting the governance reform of colleges and universities with the construction of the articles.Documents such as China’s Educational Modernization 2035 in 2019 and Opinions on Further Strengthening the Rule of Law in Colleges and Universities in 2020,also pointed out the need to promote the modernization of educational governance system and governance capacity,improve the governance structure of colleges and universities,and continue to strengthen the construction of the constitution of colleges and universities.Although China has paid enough attention to promoting the construction of articles to improve the internal governance structure of colleges and universities,and has achieved certain results,there are still deficiencies in the internal governance structure of colleges and universities in China,such as the unbalanced development of academic and administrative power,the insufficient participation of social forces in governance and the imperfect supervision organization,which are not conducive to the efficient governance of universities and the modernization of educational governance system and governance ability.Since 2010,the University of Cambridge has reformed its internal governance structure by reforming its statute,aiming to coordinate and balance administrative and academic power,protect the rights of various stakeholders,and further maintain and improve its position in the changing international situation.Firstly,this research analyzes the background of the University of Cambridge internal governance structure reform through literature method,and points out the internal and external causes of the University of Cambridge internal governance structure reform.On the basis of understanding the reform background,this research uses the comparative research method to compare and analyze the Statutes and Ordinances of the University of Cambridge in 2012 and 2020,obtains the content of the reform of the internal governance structure of the University of Cambridge,namely how the internal governance structure of the University of Cambridge changes in the text of the statutes and ordinances,and evaluations would be presented.Finally,it explains the current situation and common problems of China’s university internal governance structure,points out the advantages of China’s University Articles itself,and combined with the common problems of the internal governance structure,and on the basis of China’s actual situation,draws experience from the beneficial experience of the internal governance structure reform of the University of Cambridge’s,puts forward that we should expand the proportion of social personnel in the internal governance structure,expand academic power and keep a balance between it and administrative power,setting up supervision institutions to effectively supervise the rational operation of internal power of colleges and universities,so as to promote the governance and development of colleges and universities in China. |
