With the rapid development of the global economy,economic exchanges between countries and enterprises around the world have strengthened,and in the context of competition and cooperation,economic development and upgrading,technological innovation and progress have been promoted.With the development of the economy,the form of economic competition has changed into the competition of knowledge and technology.The development of economic growth mode has become a knowledge-based economy driven by core knowledge and technology,which has greatly promoted the development of the economy and changed the production and life of society.High education as a production base of talents,knowledge and technology,higher education plays an increasingly important role in economic development.Therefore,the relationship between higher education and economic development has become an important research content in the field of higher education and economic development,while Hunan Province In the education provinces of the central region,economic development is at the upper-middle level,and Hunan Province is selected as a case study of the relationship between higher education and economic development.This paper analyzes the relevant theories and research status of higher education and economic development,and The Granger causality test,the grey relational analysis method,the Cobb-Douglas production function method,the education comprehensive index method and the deviation analysis method are used to analyze the causal relationship and internal relationship between higher education and economic development.The contribution rate of higher education to the economy and the deviation of higher education from economic development.The data of higher education and economic development in Hunan Province from 2006 to 2017 were selected as the sample basis of this study.Based on the analysis and evaluation of the causal relationship and correlation between higher education and economic development in Hunan Province,and the level of contribution and degree of deviation of higher education on economic development,relevant policy recommendations are proposed for the research results,with a view to higher education and economic development.Thestudy of relationships provides a reference.The research results are as follows:(1)A test of Granger causality between higher education and Hunan's economic growth.Through the Granger causality test,the causal relationship between higher education and economic development in Hunan Province is investigated.The average number of college students per 10,000 population in higher education,the financial expenditure of education,and the number of students per teacher are the reasons for the overall economic development.The number of graduates,the number of college students per 10,000 population,the number of college students,the financial expenditure of education,and the number of colleges and universities,show that there is a causal relationship between higher education and Hunan's economic growth.The promotion of the economy to higher education is generally greater than the promotion of higher education to economic development.(2)Analysis of the correlation between economic development and higher education in Hunan.Through the gray correlation method,the analysis of higher education and economic development in Hunan Province shows that the correlation coefficient between higher education and economic development is higher than the average number of college students per 10,000 population,the correlation coefficient between GDP and per capita GDP,and the average number of college students per 10,000 population.The correlation coefficient with the per capita disposable income of urban residents,the correlation coefficient between the average number of college students per 10,000 population and the disposable income of rural residents,and the correlation coefficient between education fiscal expenditure and regional fiscal revenue are 0.7838,0.8304,0.8584,0.7946,and 0.7779,respectively.The correlation coefficient between the number of colleges and fixed assets investment,the number of college students and fixed assets investment,the number of graduates and fixed assets investment,the number of students per teacher,the fixed assets investment and the regional fiscal revenue are smaller than those of other indicators.,respectively,0.4838,0.5198,0.5278,0.5121,0.5591.It is believed that the fiscal expenditure of education and the average number of college students per 10,000 population have a significant impact on improving fiscal revenue and per capita disposable income.The impact of higher education-related indicators on fixed asset investment and regional fiscal revenue is weak.(3)The contribution of Hunan higher education to economic development.Using theCobb-Douglas production function,the average annual contribution rate of higher education to economic development in Hunan Province in the past 12 years is 0.4528%,which is slightly lower than the national average of 0.531%,and it is more volatile than the national level.The contribution of higher education to the economy in Hunan Province has generally shown an upward trend,from 4.275 billion yuan in 2007 to 15.352 billion yuan in 2017,indicating that higher education has promoted the economic development of Hunan Province.(4)The deviation of Hunan's higher education and economic development.Using the deviation analysis method to analyze the deviation of higher education and economic development in Hunan Province from 2006 to 2017,the gap between higher education and economic development is gradually reduced.The number of colleges and universities,the number of college students,the number of graduates,the number of students enrolled,teachers The degree of deviation is negative,indicating that it is higher than the level of economic development,and the deviation of education fiscal expenditure is positive,indicating that it is lower than the level of economic development.
