The study on the implementation of the compulsory education policy for the nearby enrollment in Haicang District is conducive to reducing the gap between compulsory education between schools,helping to improve the level of equalization of urban and rural public education services,promoting the establishment of a long-term mechanism for the balanced development of the compulsory education,and accumulating valuable experience for the comprehensively reform of the compulsory education.This article through the research on the implementation of the compulsory education policy for the nearby enrollment in Haicang District will have a positive impact on educational decision-making for Haicang District,promote its implementation,have a positive effect on policy grasp,and help to allocate resource.This article studies on the implementation of the compulsory education policy for the nearby enrollment in Haicang District by using five research methods like the Smith model,education fairness theory,literature research,case analysis and survey interview.In order to make an in-depth analysis of the implementation of the compulsory education policy for the nearby enrollment in Haicang District,this article discusses from the aspects of execution subject,execution environment,execution mechanism,execution effect and so on.It was found that the implementation of the the compulsory education policy for the nearby enrollment in Haicang District has problems such as the unfairness during execution of the admission policy and the standardization itself,the lack of enforcement supervision during the implementation process.This article uses the Smith model to analyze the causes of problems such as the limitations of the nearby admission policy in Haicang District,the deviation of the enforcement subject,the lack of enforcement supervision,and the impact of the enforcement environment.And found that lack of quality education resources,one size fits all phenomenon,benefit maximization game,lack of supervision mechanism,and the influence of political economy and social environment are the main reasons leading to the above problems.In order to further improve the implementation of the nearby enrollment policy of compulsory education in Haicang District,it is necessary to further improve the resource balance,academic degree supply and integral reform of the enrollment policy itself,Principal exchange which helps to renew enforcement carrier,teacher rotation and quality improvement.And it is also necessary to enhance the policy interpretation,satisfy demand,fulfill mechanism evaluation,optimize the inter-school differences of the implementation environment,deal with the surge of students and improve the supervision guidance.
