Investigation And Improvement Research On Implementation Of Nanchang’s Nearby Enrollment Policy In Compulsory Education Stage

In the current world modernization tendency, compulsory education which desig ned to improve the quality of national has been set up as a basic national education sy-stem. In China, as a public welfare enterprise, the publicity and commonweal character of compulsory education need the protection of relevant policy system. In this context, nearby enrollment is both an important policy in the policy guarantee system of compulsory education,and a kind of policy measure of protecting students’ equal right to education during compulsory education stage. The implementation effect is of great importance to nearby enrollment policy. However, In many places of our country, implementation of the nearby enrollment policy is not satisfactory. Problems of nearby enrollment, encountered by students who are the direct policy objects, are complicated and diverse. And students’parents are bedeviled by those problems. As provincial capital of Jiangxi Province, Nanchang is no exception.Being established in Nanchang in Jiangxi Province, This study chooses Donghu-District as entry point of research because of this district having its own representativeness. Using questionnaires and individual interviews and other research methods, we investigate current situation of implementation of Nanchang’ nearby enrollment policy. Also, we collect diverse problems and data about implementation of Nanchang’ nearby enrollment policy, then we do comparative analysis and summary.In allusion to those problems, the reasons may be found from multiple perspectives:the first one is environmental analysis perspective (analyzing objective conditions influencing implementation of Nanchang’ nearby enrollment policy).The second perspective is operating mechanism of policy (analyzing operating mechanism of Nanchang’ nearby enrollment policy). The third one is perspective of game theory (when nearby enrollment policy is implemented, four main interest group do what choice for their own interest under respective limitations).At last, facing unsatisfactory reality of policy implementation and considering real situation of Nanchang, hoping our contribution to smoothly implementation of nearby enrollment policy in Nanchang, we give many suggestions about implementation of Nanchang’nearby enrollment policy in many aspects.
