In China priority has been given to education over any other matter since ancient times.With the development of educational institutions from ancient private schools to more complex and diverse modern educational organisations,great changes have taken place both in teaching methods and in the teaching mode.However,basic education has been always playing such a key role as a cornerstone in education.Since the practice of the free nine-year compulsory education in China,China's school-age children's right to education has been further guaranteed.But the different development between urban and rural areas leads to an unbalanced distribution of educational resources in our country.As China's economy grows,and the understanding of the concept of education deepens,people's expectation for education has become higher and higher.Parents expect better educational resourcesfor their children,especially in the stage of the nine-year compulsory education.Compulsory education severs as a basic stage for children to obtain basic skills and knowledge,which is as important as constructing the foundation of a tall building.How to lay a good foundation for children's learning has become a most concerned topic of many parents."Going to Nearby Local Schools" is regarded as a basic policy for school-aged children to get education,which,in fact,was put into practice as early as 1986 when China's first "Education Law" was issued.But due to the influence of various factors of social development,the unbalanced development of education,and the growth and increasing of regional disparity in educational resources have already become an inevitable realistic problem.There are the differences between urban and rural areas,and differences between cities themselves,etc.To let their children receive better education,more and more parents spares no expense in establishing interpersonal relationship so that their children can be enrolled by elite schools.In such a social environment,the fairness and rationality of the "Going to Nearby Local Schools" policy has been greatly challenged.This paper selects the nearest admission policy in Duanzhou District,Zhaoqing City,Guangdong Province as the main object of study.This substantial research has important practical significance and referential significance to the further improvement of the nearest school policy in China.Through examining the domestic and foreign literature and an in-depth study of the data of the survey,the author makes a careful analysis of the information by using current policies and theories in our country.The paper first talks about the history of the regional construction in Duanzhou district and the nearby enrollment policy conducted in this district;then it points out the problems and reasons of the problems relevant to the nearby enrollment policy applied in Duanzhou district;finally it puts forward some countermeasures and suggestions to solve the problems found in the Duanzhou District nearby enrollment policy.The main conclusions of this paper are as follows:1.There are several major problems in the conduction of the nearby enrollment policy in Duanzhou Distinct:One is the school district division confusion;the other is the entrance fairness problem;still another is the hierarchical entrance of the junior high school;the fourth is the problem of private education resources shortage;and the fifth is the unbalanced teacher allocation problem.2.The root causes of the problems include:1)the internal conflict between educatees'pursuit of qualified educational resources and the unbalanced education allocation patterns;2)the external conflict between growing population and a large influx of migrant workers'children.3.Countermeasures and suggestions for Duanzhou district to conduct the nearest school policy:Firstly,optimize the configuration of schools with prospective planning in response to the needs of educational resources;secondly,strengthen teachers' development,cultivating high-quality standardized teaching team;thirdly,encourage private schools to become bigger and stronger,forming characteristics of private education industry;and finally,improve the evaluation system,exploring a better way of school-age children enrollment.
