In recent years,with the rapid decline of population,the policy of " selective two-child" and " the universal two-child " has been opened in a short period of time.However,the effect of the policy is far lower than expected.Although the existing research shows that public service will play an important role in reducing the cost of childbearing age groups,there are few literatures specifically combing the impact mechanism of public service on the second child's will.Therefore,this paper selects five dimensions of public education,health care,housing security,social management,and labor employment to explore the impact of public service satisfaction on the second child's willingness,in order to contribute to the improvement of China's fertility policy.The main research processes are as follows:First of all,by sorting out the data of China's population development,this paper describes the development trend of population fertility rate,mortality rate and natural growth rate,as well as the changes of population age structure and dependency ratio.Secondly,combined with the data of various statistical yearbooks and Statistical Bulletins,the paper analyzes the supply status of the five relevant dimensions of public services.Finally,based on Chinese General Social Survey(CGSS),the paper constructs a binary regression model,and further studies the impact of relevant dimensions of public services on the second child's willingness to bear through empirical analysis.The results show that: Firstly,the current population birth rate has declined sharply,and the aging is increasing.Although public services in various dimensions have increased investment in recent years,there are still problems of insufficient supply and unequal distribution.Secondly,the improvement of public service satisfaction has significantly improved the second child's willingness to bear,especially public health care and public employment.Thirdly,in terms of regional differences,the willingness of the second child in rural areas is significantly higher than that in urban areas,and the willingness of the second child in central provinces is higher than that in eastern and western provinces.Fourthly,in terms of age differences,the willingness of the second child in middle-aged groups is higher than that in young groups.Finally,based on the research conclusion,this paper puts forward relevant policy recommendations from the aspects of optimizing education allocation,improving the medical system,increasing housing reform,improving the level of facilities,and safeguarding employment rights and interests.
