Education is the foundation for a long-range program and teachers are the foundation for the education program.Since the 18 th National Congress of the Communist Party of China,the general secretary Xi Jinping has paid high attention to the construction of teaching staff and clearly proposed the standards of “four-haves good teachers”.On January20,2018,the CPC Central Committee and the State Council published the Opinions on Comprehensively Deepening The Reform of The Construction of Teaching Staff in The New Era,which made explicit requirements for the construction of teaching staff.How to build a high-quality,professional and innovative teachers team has become the important research topic faced by various levels of schools in the new era.After reading a great deal of literature,the author,based on the present situation of the teachers in the demonstration ordinary high schools directly under Hohhot city,comprehensively uses the methods of literature,interview,questionnaire and text analysis to make in-depth analysis and research on the situation of the teachers in the demonstration ordinary high schools directly under Hohhot city.This paper holds that the construction of teaching staff is a complicated system engineering,which is not just a school behavior but involves three factors such as local government,schools and teachers.Base on this,this paper firstly reveals the prominent problems existed in the construction of teaching staff from the above three aspects: From the perspective of local government,the social atmosphere of respecting teachers and their teaching work is not in place,the number of full-time teachers can not meet with the teaching requirement,the full-time teachers remain to improve their education backgrounds further and the phenomenon of professional title appraisal according to status is prominent;From theperspective of schools,the construction of professional ethics is not in place,less emphasis is attached to the construction of professional teaching staff,the leading role of top teachers fails to be fully played,the preparation for the new college entrance examination is insufficient and the teacher training is not targeted;From the perspective of teachers,the construction of their professional ethics remains to be further strengthened,their professional self-identity is low,their teaching& scientific research ability needs to be improved further,they lack of sense of urgency for the reform of the new college entrance and examination and the information technology education means is applied infrequently.Secondly,this research conducts stratified analysis on the causes of the problems deeply.From the perspective of the local government,less attention is paid to the importance of the construction of teaching staff in the new era,insufficient cognition on the reform of the new college entrance examination,the fact of powerful country relying on education and developing to be human resource power is not emphasized,field investigation is insufficient,the school requirements are failed to be grasped correctly and the published measures to the construction of teaching staff lack of pertinence and timeliness;From the perspective of school administrators,insufficient and incomplete understanding of the connotation and the requirements of the construction of teaching staff in the new era,the construction plan and scheme of teaching staff is too macro,hierarchical management fails to be conducted on the construction of teaching staff and related systems for the construction of teaching staff are not perfected;From the perspective of teachers,they lack of the spirit of devoting themselves to work,they face complicated and overloaded tasks,they fear difficulties in the reform of the new college entrance examination and they have weak awareness of educational modernization.Finally,according to the requirements of the Opinions on Comprehensively Deepening The Reform of The Construction of Teaching Staff in The New Era,the author proposes improvement measures from the above three aspects combined with the developmentrequirements of the construction of teaching staff in the demonstrative regular high schools directly subordinated to Hohhot City: In terms of the local government: firstly,strive to build good social atmosphere of respecting teachers and their teaching work;secondly,realize the preferential treatment of teachers;thirdly,carry out “one work scheme for one school” to vitalize teacher establishment;fourthly,explore the teacher quit mechanism;fifthly,establish education cooperation community with developed areas;sixthly,establish the three-dimensional teaching &research model;In terms of the schools: firstly,strengthen the construction of professional ethics and build good professional image of teachers;secondly,persist in teachers first and perfect the school management system;thirdly,promote the three-dimensional and coordinated development of teaching & scientific research;fourthly,integrate the educational resources positively under the background of the reform of the new college entrance examination;fifthly,carry out “menu” training;sixthly,improve educational informationization;In terms of teachers:strengthen their professional ethics,formulate personal career plan,improve personal education & teaching ability actively and realize personal career ideal.
