Primary and secondary schools are the undertakers and main force of Chinese basic education, and also as the public institutions, whose organizational structure and staff quota are brought into the uniform management of public institution. The management of primary and secondary schools’ staff quota is one of the essential points of public institutional management and it is required to formulate scientific rules and policy, which are relevant with the long-term interest in the development of primary and secondary school teachers and play a decisive role to the sustainable development of basic education as well. For a long time, however, due to the shackles of the traditional planned economy thinking, the staff quota management standards and methods for primary and secondary schools in Ningxia Hui Autonomous Region do not correspond with the current needs of basic education. There are many regional and structural problems in staff quota management of primary and secondary schools, such as urban and rural schools in different quota standards, overstaffing, misappropriated staff, teachers in rural areas growing older and teachers’ complementary mechanisms deviated practical needs. These problems have seriously affected the healthy development of the primary and secondary teaching staff of Ningxia Hui Autonomous Region.From the perspective of reforming institutions of view, in this study, the author analyzed the current situation of primary and secondary school staff quota management in Ningxia Hui Autonomous Region, summarized problems and propose targeted countermeasures and suggestions. In order to properly configure the staff quota, steadily improve education quality and efficiency, and promote the scientific development of basic education in Ningxia Hui Autonomous Region, primary and secondary school staff quota management must adapt to the changes in the development of basic education, and the government should adopt a variety of ways to solve these problems, such as improving the preparation of standards, regulating staff quota management process, optimizing the structure of teachers, etc.. During the past a few years, Ningxia Hui Autonomous Region Staff Quota Office has developed new staff quota management ways like real name system, control of the aggregates with dynamic readjustment, and short-term employee for teaching assistants. On the basis of previous working experience, the author proposes establishing a mechanism to predict changes in staff quotas, train and introduce general teachers, establish urban and rural school teachers shared network, establish cooperation and coordination mechanisms for effective supervision and inspection functions among departments, which are the innovation of this paper.
