In 2015,the Ministry of education put forward the strategic goal of "a new pattern of educational public governance with the government managing according to law,the school running independently according to law,and the participation and supervision of all sectors of society according to law" by 2020.In order to promote the development of independent school running in primary and secondary schools,a series of requirements have been put forward in 2010 "outline of national medium and long term education reform and development plan(2010-2020)",such as "implementing and expanding school running autonomy","promoting the separation of government and school,management and management,and building a new relationship among government,school and society".However,from the perspective of the actual situation,public primary and secondary schools are not smooth or even bumpy on the road of independent running.The analysis of administrative documents is an important way to judge the situation of independent running of public primary and secondary schools.Therefore,this study collected 865 administrative documents received by school X of G County in Central China in 2019,and analyzed them in-depth from the four dimensions of document quantity,issuing subject,document type and document task,supplemented by the interview results of the school's president,middle-level cadres and teachers,and found that some achievements have been made in the implementation of the national policy of independent school running to some extent,but in practice in the process of international education,there are still problems from all aspects.Based on the results of text analysis,we can see that there are five problems in the independent running of public primary and secondary schools: first,a series of "red head documents" restrain the running of schools;second,the deviation of educational administrative functions;third,the prevalence of formalism,the interference of non educational administrative departments;fourth,the professional quality of grass-roots personnel is not high,relying on the traditional administrative mode;Fifth,it is the weak sense of independent development and the lack of innovation and enterprising spirit of the school.The realistic predicament of school running on its own has brought a negative impact on the development of the school,which leads to the deviation of the school from the center of education and teaching,the loss of teachers' vocation to teach and educate people,and the loss of the vitality of independent innovation in school running.In view of the above problems,based on the currentsituation of G county's education practice,combined with the important documents issued by the central government in the past two years,the author puts forward suggestions to ensure and improve the level of school autonomy from top to bottom and from outside to inside.First of all,from the government level,first,we need to strictly control and reduce the number of documents issued;second,we need to coordinate and reduce the number of document issuing units;third,we need to standardize and simplify related tasks.From the level of district and county education administrative departments,first,we should strengthen the capacity-building of education administrative personnel;second,we should put an end to formalism and reduce administrative intervention;third,we should reform the evaluation mechanism and revitalize the school.From the school level,first,we need to strengthen the construction of independent capacity,second,we need to improve the internal democratic mechanism,third,we need to improve the construction of school charter.
