There is a certain quantity of teaching administrative documents in any school. However, there exist uneven levels and great disparity in the formulation standard, structure system and operation efficiency, which may affect the teaching management and teaching quality.Taking current school situation into account, the author proposes two modes of construction system of teaching administrative documents:legislative mode and authentication mode, based on project of "Total Quality Management in Normal Schools" With reference to national legislative technology and legal system, legislative mode is presented to construct a four-grade document structure system:school constitution, teaching administrative department regulations, different kinds of rules of teaching management and implementation details. Legislative mode can reflect not only vertical membership relation of documents but horizontal division of management fields and items as well. Authentication mode is to introduce ISO 9000 quality management system and then make that into a document. As far as authentication mode is concerned, it is brought forth to construct a four-grade document structure system as follows:manuals of teaching quality (including quality policy and quality objectives), documents of teaching procedure, documents of teaching assignment and records of teaching quality. It can receive thirty party authentication of quality management system, normalize document expression and administrative flow, and rationalize internal structure of document system.Idea and approach of total quality management from industrial administration can be applied to construction and operation of the teaching administrative document system to ensure teaching quality and efficiency. Procedure priority principle, customer satisfaction principle, leadership key role, PDCA circulation method, quality sustained improvement consciousness and whole staff training should be emphasized during the process of construction and implementation.The constructing process of teaching administrative document system is that of legal education as well. It is also an opportunity to fully cultivate quality consciousness and service consciousness. Through rearrangement and reconstruction of internal teaching administrative documents, brand-new document system and workflow will be built, which is not only beneficial to examination of teaching evaluation but also helpful to the improvement of teaching administrative level and teaching quality.
