| The investment in scientific research in China’s universities increases year by year.More and more attention has been paid to the issue of scientific input and output efficiency.As the highlands of scientific and technological(S&T)resources,colleges and universities are the key forces to promote the transformation of achievements.In order to promote the transformation of S&T achievements in higher education institution,the state has issued a series of policies,such as Several Opinions on Strengthening the Transfer and Transformation of Scientific and Technological Achievements in Higher Education Institution and Action Plan on Promoting the Transference and Conversion of Science and Technology Achievements.However,due to the influence of economy,market environment and other factors,colleges and universities in different regions have great differences in carrying out collaborative innovation and transformation efficiency.It is of great practical significance to measure and analyze the difference of the efficiency of the transformation of S&T achievements in different regions,and to seek the influencing factors of the transformation efficiency of S&T achievements in universities and its promotion path.Firstly,through the domestic and foreign literature on the achievements of science and technology in universities,clear the research direction of this study;This thesis defines the concept of S&T achievements and transformation in colleges and universities,expounds the relevant theories of S&T achievements transformation,and lays a theoretical foundation for the future research.Secondly,in conjunction with the nature of the transformation of S&T achievements in universities,the transformation process is divided into the stage of research and development of achievements and commercialization income,the meaning of indicators and the logical relationship between the various levels of indicators are clear.Besides the Bootstrap-DEA model and the construction of the evaluation index system of transformation of S&T achievements in universities are completed.Thirdly,based on the statistical data of S&T achievements of universities in 31 provinces in China from 2015 to 2021,this thesis calculates and analyzes the efficiency of the transformation of S&T achievements of universities and colleges.Dagum Gini coefficient and decomposition method are introduced to explain the regional differences and sources of the efficiency of the transformation of S&T achievements in universities,and the evolution trend of the overall and regional efficiency of the transformation of universities and colleges is directly displayed by two-dimensional kernel density map.Finally,the whole Tobit panel model is built to regress the factors affecting the efficiency of the transformation of S&T achievements and identify the key factors.On this basis,and explore the effect of each explanatory variable on the explained variable in different regions and different efficiency.Based on the empirical results,this article puts forward some measures on how to optimize the allocation of resources,optimize the innovation environment and transformation mechanism,and promote regional coordinated development from the perspective of university funds and talents.In this thesis,analyzing the sources of regional differences in the transformation efficiency of S&T achievements in universities,and the influencing factors are analyzed by empirical analysis.It has some theoretical and practical significance to improve the efficiency of the transformation of S&T achievements in universities,to help the backward areas catch up with the advanced areas and to balance the gap of regional S&T achievements. |
