In November 2018,the opinions of the CPC central committee and the state council on deepening the reform and standardized development of preschool education,and in January 2019,the notice of the general office of the state council on carrying out the governance work of supporting kindergartens in urban communities clearly divided private kindergartens into two types:inclusive and non-inclusive.Private kindergartens will no longer be allowed to be listed separately or as part of the assets,and those that use the town's auxiliary land must all be converted to universal benefits.The introduction and implementation of these policies can make it clear that the Chinese government will take supporting the development of private kindergartens to universal benefits as the focus of preschool education in the future.In July2019,Baotou city also formulated relevant rules and specific standards on the basis of the recognition method of inclusive private parks issued by Inner Mongolia autonomous region.After investigation,there are many problems in the process of promulgation and implementation of various policies of inclusive private kindergartens: insufficient support provided by the policies.Governments cannot regulate and direct at the same time.The core appeal of private kindergartens is ignored,which reduces the enthusiasm.The main causes of the problem are: the policy of recognition or transformation of universal benefit has not been perfected;The government lacks professional policy researchers and managers,and lacks scientific quality assessment system and tools.Lack of interactive evaluation feedback mechanism.Based on the new public management thought,the third party governance theory and Maslow's hierarchy of needs theory,this paper proposes the following countermeasures: to introduce laws and policies to support the high-qualitydevelopment of inclusive private kindergartens.Establish a scientific and unified quality standard system,improve the registration and supervision system.Third party evaluation agencies should be set up,the construction of teachers in private kindergartens should be emphasized,and small-scale supply should be encouraged.It is hoped that it can help solve the practical dilemma faced by inclusive private kindergartens in Baotou.
