A Study On Survival And Development Of City Private Kindergartens And Countermeasures

Since the reform and opening up, private education in China has been booming Private education has become an important part of our country’s education. As the backbone of the private education, private kindergartens develop rapidly with the support of national policy, social rapid development and increasing attention on early education. With the increasing number of private kindergartens, "development issues of private kindergartens" came into being, and it has become a topic of great concern in preschool education. This paper carries out an investigation of J and S private kindergartens (J is the provincial demonstration private kindergarten, and S is the developing district-level demonstration private kindergarten) through literature research, case study, field survey and interviews. According to the study and comparison of the development status of the two private kindergartens, the paper analyzes the factors restricting the development of private kindergartens and proposes the countermeasures and suggestions to promote their healthy development.Through the study of the basic situation, teachers, the enrollment, management and excellent experience of the two kindergartens, the author has found that there are many problems in private kindergartens when they achieve rapid development. According to the findings, this paper summarizes the internal and external factors restricting the development of private kindergartens. The internal factors consist of issues of teachers and funds, while external factors include social and institutional issues. Teachers problem include: ①low salary of teachers;② low quality of teachers; funding problem mainly presents itself in the reduction of cost in every aspect due to lack of funds, resulting the unstable team of teachers and poor environment of kindergarten and students drain. Public opinion and policy problem include:① adverse public opinion causes social prejudices on private kindergartens ② government cannot treat public and private kindergartens equally so that the private kindergartens develop in an unequal way; ③ the support degree of government cannot meet the needs of rapid development of the private kindergartens. Institutional issues include: ① unclear division of labor in management agency; ② regulation of private kindergarten reference public kindergarten cause regulatory loopholes; ③ there are no standards for many aspects of management and supervision mechanisms of private kindergartens.To solve the above problems, this paper proposes the suggestions Lo improve the external environment and optimize the internal management:the improvement of external environment include ① enhance government supervision; ② improve the government’s supportive policies; ③ optimize environment of survival and development of private kindergartens; ④ implement non-discriminatory policies between public and private kindergartens. The optimization of internal management include ① build elite teachers group; ② improve internal management mechanism; ③improve the competitiveness and build its own cultural brand. The author hopes to achieve the healthy, orderly and sustainable development of private kindergartens through the implementation of the above countermeasures.
