Education Fiscal Expenditure,Human Capital And Industrial Structure Upgrade

At present,China's economy is in a period of strategic opportunities and a critical period of transformation.It is gradually advancing its stage of achieving high-quality development.Accelerating economic transformation and promoting the upgrading of the industrial structure have become the focus of China's economic development.The report of the 19 th CPC National Congress further expounded the necessity of giving priority to the development of education.At the same time,the positive effects of education to promote the formation of human capital must be brought into play.The optimization of industrial structure is inseparable from the role played by human capital,and education expenditure also plays a pivotal role in the formation of human capital.The rise of strategic emerging industries and artificial intelligence not only impacts China's existing industrial structure,but also increases the demand for talents in different industries.Therefore,exploring the impact of education fiscal expenditure on the upgrading of industrial structure has the value of research,conducting an empirical analysis of the transmission mechanism,and grasping the role of human capital in it.The scale of fiscal expenditure will affect the upgrading of the industrial structure.This paper conducts research from two dimensions: theoretical analysis and empirical test.First of all,it expounds and analyzes the situation of education financial expenditure,human capital development,and the current status of the development of the three industries,and has a clear understanding of China's overall development status.Based on the theoretical basis,this paper analyzes the influence mechanism between education fiscal expenditure,human capital and industrial structure upgrade from the perspective of labor flow,technological innovation and industrial policy,clarifies the transmission mechanism between the three variables and puts forward hypotheses.Later,using panel data from 31 provinces(municipalities and districts)from 2004 to 2017,using the mediation effect model to conduct an empirical test on the impact of education fiscal expenditure,human capital,and industrial structure upgrade.The regression results show that the scale of education fiscal expenditure across the country can have a positive effect on the upgrading of the industrial structure,the fiscal expenditure of education can promote the formation of human capital,have a mediating effect,and the assumption that the industrial structure upgrade has a positive effect has been confirmed and fixed.Asset investment and government functions will also affect the degree of industrial structure optimization.Next,China is divided into eastern,central,western,and northeastern regions for empirical test by region.The results show that education finance expenditure has different degrees of impact on industrial structure upgrades in different regions,and fixed assets investment and government functions have different driving effects.Finally,it summarizes the regression results obtained through empirical analysis nationwide and in the eastern,central,western,and northeastern regions,and concludes that the scale of education expenditure has a positive role in promoting the upgrading of the industrial structure and there are regional differences;human capital The resulting intermediary effect exists and is positive,and can promote the industrial structure upgrade in a positive way;fixed asset investment has a certain inhibitory effect on the upgrading of industrial structure;the government's economic intervention and policy formulation can promote the industrial structure upgrade.At the same time,it puts forward countermeasures and suggestions on how to give play to the role of education fiscal expenditure,human capital and other factors to promote the upgrading of industrial structure,including deepening the reform of education fiscal expenditure system,focusing on fostering innovative human capital,promoting coordinated development among regions,and optimizing investment structure,establish and improve industrial policies,and grasp strategic opportunities to promote industrial structure upgrades,achieve economic structural transformation and optimization,and accelerate the realization of high-quality economic development.
