Since China’s economy entered the new normal state,the mode of extensive development of traditional industries has not been in line with the needs of economic restructuring and development.The central working conference on December 1,2015 pointed out that in order to adapt to and guide the new normal of economic development and solve the current economic structural problems,the central government decided to push forward the supply-side structural reform.The five main tasks of supply-side structural reform are capacity,inventory,deleveraging,cost reduction and short supply.These tasks are closely related to China’s industrial upgrading.Therefore,the optimization and upgrading of China’s industrial structure is still a very important topic.For a long time,China’s economy has faced problems such as insufficient labor capital accumulation,low labor level,shortage of high-tech personnel and insufficient driving force of the third industry.In essence,these problems are caused by the level of human capital input and the unreasonable structure.Human capital is bound to have an important influence on industrial upgrading by changing the labor structure.This paper is based on the human capital perspective on the impact of China’s industrial upgrading.Through the panel data of 31 provinces and municipalities directly under the central government from 1997 to 2016,this paper examines the impact of human capital on industrial upgrading.First of all,this paper examines the current situation of human capital and industrial upgrading in China,and then introduces the concept of human capital and industrial upgrading.Secondly,through the empirical research on human capital and industrial upgrading,the impact of human capital on industrial upgrading was investigated,and the industrial upgrading was increased by 0.00277 per unit of human capital.Moreover,the statistical effect is significantly different from the national inter-provincial panel data.The coefficient of human capital is not high,which is consistent with our expected results.In addition,the replacement variables of human capital are added to test the robustness of the regression results.As the western region of our country is a relatively weak area for human capital and industrial upgrading,in the further discussion we examined the impact of human capital on industrial upgrading in the western region.Finally,draw lessons from the United States,Germany and Japan in the industrial development in the process of development experience,put forward the human capital incentive mechanism,promote the efficiency of human capital on the reform of education and scientific research,strengthen job training,the classification of the scientific research project management,increase human capital investment of western policy Suggestions. |
