Science and technology are the primary productive forces,and the development of science and technology promotes the reform of education.?From the primitive society,the agrarian age to the industrial age to the information age and the intelligent age,there are great changes have taken place in education.Education starts from the imitation of groping learning,the private school system of classical reading,mass,large-scale classroom teaching,to Internet plus classroom teaching,and artificial intelligence technology into the teaching,education in every era changes with the development of technology.The balanced development of education has always been an important position in China,the banlance of education should abide by the principles of fairness,difference and compensation.A number of measures have been taken to achieve the goal of a balanced education,like "special post teacher" plan,free normal education policy university student plan,etc.these measures have also achieved some results.However,China has now entered a crucial period of achieving comprehensive and balanced development,and the traditional measures can not meet the needs of balanced development of education at this stage.Artificial intelligence technology has advantages in marginal effect of capital investment,time cost and technology development.The application of artificial intelligence technology plays a compensatory role,efficiency promotion role and media role in promoting the balanced development of education.This paper creatively puts forward some measures to promote the balanced development of education by using artificial intelligence technology,which has practical significance for realizing the goal of balanced development of education.Based on the background of national strategy,this study starts with the concept of educational equilibrium,and analyses the mechanism of AI technology promoting the balanced development of education.Secondly,from the perspective of educational opportunity,resource allocation and educational quality,the prominent problems in promoting the overall balanced process of education in China at this stage are analyzed: unequal schooling opportunities in some areas,unequal distribution of teachers' resources and low level of compensatory education development.Thirdly,the traditional ways to solve these problems and the reasons for the unsatisfactory results are discussed,and the advantages of AI technology in terms of time,capital investment and technology development are deeply analyzed.By analyzing and drawing lessons from some successful cases of using AI technology to solve the three problems of unbalanced development of education at home and abroad,such as "paperless registration" in Hangzhou to promote fair access to school,the "efficient classroom" in Beijing No.4 Middle School to help the flow of high-quality teacher resources,and the intelligent tutoring system to improve the pertinence of special education teaching,it is concluded that large data and expert system should be used.Intelligent tutor system,evaluation system and other artificial intelligence technology to promote the balanced development of basic education countermeasures.
