"Labor and income" should be the acquisition of multiple factors such as material and spiritual,which leads to the thinking of employment quality in the field of labor and employment.Improving the quality of labor employment is one of the livelihood interpretations of the Chinese dream of "people's happiness".It has practical significance for improving the labor market mechanism and promoting the equalization of public services.This paper constructs an analytical framework from the perspective of Sen's feasible ability,takes personal welfare as the starting point,and takes the sample of China Labor Force Dynamic Survey(CLDS)in Zhejiang Province as the data,puts forward five dimensions of employment quality,namely working conditions,labor relations,career development,social security and health security.This paper makes an empirical analysis on the current situation of employment quality of labor force in Zhejiang Province and the impact of employment quality on the life satisfaction of labor force.The empirical analysis found that: First,the labor capacity of Zhejiang Province needs to be improved,the professional skills and job requirements are not matched,and the results of organizational training are not efficient.Second,the labor employment rights of Zhejiang Province are still to be regulated,and labor laws such as overtime compensation are not available.Implemented to the whole,the employment channels of people who are reemployed and those with employment difficulties are relatively narrow,and the participation of social insurance needs to be improved.Third,the channels for labor rights protection in Zhejiang Province need to be expanded.The functions of trade unions as statutory rights protection organizations are limited,and the methods of safeguarding rights are relatively simple.Fourth,based on the orderly probit model to analyze the impact of employment quality on life satisfaction,the labor force tends to improve the quality of employment and improve life satisfaction from the four dimensions of working conditions,labor relations,social security and health security.Social security has obvious compensation effect on labor income and labor contract.In the face of the above difficulties,we believe that: First,improve the training system,establish a lifelong vocational skills training system and urban and rural integrated training mechanism to improve the professional ability of the labor force,and build a "1+X" vocational certificate system to improve the training results transformation mechanism;Second,standardize employment laws,ensure the implementation of labor laws and other labor laws and regulations,build a benign interactive platform between labor and employers to broaden the employment channels for reemployed and difficult employees,and improve the provincial social security platform based on digital advantages;Third,expand the coverage of the representative groups of the trade unions,unblock the channels for uploading and play the functions of the trade unions,and establish a multi-dimensional rights channel through offline integration of functional departments and online construction of ODR solutions to ensure effective labor rights protection.
