Research On Employment-Oriented Unemployment Insurance System Reform In China

The concept of unemployment is relative to employment.Under the new normal economy and supply-side structural reform,it is more urgent to study the re-employment of the unemployed.For decades,the government is the main body to guide the unemployed to re-employment,so the employment-oriented unemployment insurance system has its necessity.On the theoretical basis of job search and employment policy,"the third way" welfare policy,combined with literature research and comparative analysis method,to find out the problems of unemployment insurance system in promoting the re-employment of the unemployed.By analyzing the survey found that the main problems are as follows:First,unemployment insurance system suitable for narrow,get the way conducive to promote again obtain employment;Second,though the function orientation of the unemployment insurance system in China set "protect life,prevent unemployment and promoting employment" trinity,but from the actual execution of the unemployment insurance system.China's unemployment insurance function towards basic life safeguard unemployed personnel,promoting employment function has not been due,promote employment expenditure on the low side;Third,unemployment insurance and public employment service agency collaboration efficiency is not high;Fourth,unemployment insurance system design idea,legislative mechanism is not sound.In order to give full play to the role of unemployment insurance system to promote the unemployed again obtain employment,to draw lessons from the British government to promote employment of successful experience is as follows:First,the extension of unemployment insurance coverage;Second,to refine the unemployment insurance payment conditions;Third,plan by job seekers allowance(JSA),women to return to the jobs plan,youth continuing education program(FE),to return to the jobs in the elderly,government purchase employment programs to promote employment,on the basis of combining the situation of our country,the reform of the unemployment insurance system is not conducive to the unemployed again obtain employment rules.The specific contents are as follows:First,optimize the design of unemployment insurance system,including:expand the coverage of unemployment insurance,strictly enforce the conditions of unemployment insurance payment,and optimize the way of receiving unemployment insurance compensation.Second,increase the expenditure on employment promotion projects by vigorously carrying out vocational training,managing and using employment funds,and increasing the investment in job introduction.Third,strengthen the cooperation between unemployment insurance and public employment service departments.Fourth,it is proposed to speed up the promulgation of the unemployment insurance law.Through above measures,China's unemployment insurance system to promote employment reform.
