With the system reform of public institutions,colleges and universities,as the representatives of public institutions in China,have become the trial force of personnel system reform of public institutions in China.In order to get rid of the constraints of the establishment on its development,a new employment mechanism,personnel agency,has been explored to undertake the compilation of personnel files,social insurance and other businesses of foreign teachers in Colleges and universities.But at the same time,there are also some problems in the social security of personnel agents,and some unfair and unreasonable phenomena appear in the process of handling social insurance.Through the research,this paper aims to draw attention to the social insurance of personnel agents in Colleges and universities,strengthen the social security rights and interests of personnel agents in Colleges and universities,improve the social security system of personnel agents in Colleges and universities,safeguard their security fairness,and promote the smooth reform of personnel system in colleges and universities in China.This paper mainly uses the method of literature and structural interview,through the data analysis and Research on the current situation of social insurance participation and payment of personnel agents in several universities of S City,and finds that at present,there are few social security projects,low payment level of social insurance,and different levels of personnel in the aspect of social security of personnel agents in universities There is no difference in the social security payment base of agents.According to these problems,some suggestions and countermeasures are put forward to improve the social security system of personnel agents in Colleges and universities,so as to narrow the gap of endowment insurance,medical insurance and other social insurance for teachers in Colleges and universities with different ownership systems,promote the equity of social security rights and interests of Teachers in Colleges and universities,improve the overall treatment of teachers in Colleges and universities,and ensure the rapid development of higher education in China.
