In order to solve the problem of scarcity of high-quality educational resources,the Chinese government and primary and secondary schools actively explored,and eventually promoted group education as an effective way to solve the shortage of high-quality educational resources,and primary and secondary education groups were born.Although the establishment of the elementary and middle school education group alleviated the problem of shortage of high-quality education resources and met the people's demand for quality education resources,in the actual operation of the elementary and middle school education group,its internal governance structure is not yet perfect.The establishment of a scientific and rational governance structure within the elementary and middle school education group is not only a system guarantee for the sustainable development of the elementary and middle school education group,but also an important guarantee for improving the development ability and operational efficiency of the elementary and middle school education group.Therefore,this study takes the internal governance structure of primary and secondary education groups as the research object,and strives to build a complete theoretical framework for the internal governance structure of primary and secondary education groups to ensure the healthy and orderly development of primary and secondary education groups,thereby promoting the balanced development of compulsory education in China.This research starts from four sections: theoretical research,current status research,comparative research,and countermeasure research.From the theoretical level,the connotation and extension of "the internal governance structure of primary and secondary education groups" are explained;the elements of internal governance structure of primary and secondary education groups are analyzed;the theoretical framework of internal governance structure of primary and secondary education groups is constructed;The theoretical framework,find out the existing problems in the internal governance structure of primary and secondary education groups,and analyze the causes;analyze and summarize the characteristics of the internal governance structure of the British and American education groups,provide experience and enlightenment for our country;propose to improve China 's primary and secondary education Countermeasure suggestions for the internal governance structure of the group.This research is mainly conducted through three research methods: literature method,interview method and questionnaire method.First,the four elements of the internal governance structure of the primary and middle school education groups were determined through the literature method,namely: subject,interest,authority,and organization;secondly,the four elements and the internal analysis of the education group were verified through the questionnaire method and correlation analysis The correlation between governance structures has established an internal governance structure framework for elementary and middle school education groups centered on the strategic planning department,career development department,security service department,and supervision and evaluation department.Finally,through the interview method to understand the current status of the internal governance structure of primary and secondary education groups,and find out the existing problems.According to the investigation,it is found that the current internal governance structure of the elementary and middle school education groups has the problems of imperfect establishment of institutions in the group,single governance body,insufficient participation of relevant governance bodies,and overlapping and missing institutional functions.In response to these problems,this study puts forward countermeasures and suggestions to improve the organization of the education group,clarify the scope of the organization's functions,strengthen the role of the functions,and ensure the full participation of the governance subjects in the organization.
