Aiming at the practical difficulties and institutional difficulties currently existing in public schools,such as “difficulty of students in school”,“difficulty in development” of teachers,and “difficulty in management” of schools.Chengdu's competent education department has learned wisdom in practical exploration,starting from solving the predicament of teacher establishment,and breaking through the three obstacles of teacher recruitment system,school running system and financial appropriation system in the reform pilot of separation of “management and evaluation”,which was implemented in 2014.Reform of the " Self-management&Total local charge " school legal person management model of "autonomous school management,self-recruitment of teachers,and use of funds".The "Self-management&Total local charge" reform introduced the concept of marketization,while maintaining the attributes of public schools,striving to maximize the vitality of education and the potential of teachers,and arouse the "spring of spring".Generally speaking,the reform of the school's “Self-management&Total local charge” education management system has a high degree of recognition from the teaching and administrative staff of the reformed school,and the reform as a whole is showing a positive trend,but it is also accompanied by confusion and hidden worries such as the construction of continuous incentive mechanisms for teachers.An in-depth analysis of this issue.In this study,teachers from all 19 “Self-management&Total local charge” public schools(primary and middle schools,kindergartens)in Wuhou District of Chengdu City were taken as the survey objects.From the perspective of impact,the research methods of questionnaire and interview methods were used to investigate,and it was concluded that the “Self-management&Total local charge” public school teacher incentive mechanism in Chengdu was composed of individual dynamic system,organizational dynamic system and social dynamic system.Combining the existing theory of management incentives,and the progress of Chengdu 's “Self-management&Total local charge” public school reforms and the status of teacher incentives,this study further proposes measures to improve the “Self-management&Total local charge” public school teacher incentive mechanism in Chengdu.And suggestions:(1)Strengthen the scientific nature of institutional guarantee.(2)Develop teachers 'teamwork and guide healthy competition.(3)Strengthen teachers' ideological construction.(4)Solving teachers' overtime and overwork.In the concluding part,this research comprehensively refines and reveals the key and essence of the research on the " Self-management&Total local charge " public school teacher incentive mechanism in Chengdu,and looks forward to the theoretical construction of the teacher-motivation mechanism in the " Self-management&Total local charge " reform in the future.Towards.
