The 19 th National Congress of the Communist Party of China emphasized that the main social contradictions in our country at this stage have been transformed,that is,the contradiction between the people's increasing needs for a better life and unbalanced and insufficient development.Jilin Province,as a typical resource-consuming major province in China with industry and agriculture as its main source,has long relied on resource consumption to obtain development momentum.After the economy enters the new normal era,Jilin Province also urgently needs a new economic growth mode,seizes the new opportunities for consumption upgrading,meets the diverse needs of consumers,and promotes the economic transformation of Jilin Province.The urban sports service complex(hereinafter referred to as "sports complex")is a huge consumption space that focuses on sports and integrates multiple formats such as housing,leisure,and commerce.It can meet people's diverse consumer needs and drive regional development.Economic growth.To explore how Jilin Sports Complex can achieve sustainable development in the context of consumption upgrade has become an important proposition for Jilin Province to promote economic transformation.The author of this article has conducted in-depth research on the development path of Jilin Sports Complex under the background of consumption upgrade through scientific research methods such as literature data method,expert interview method,field survey method,questionnaire survey method,and mathematical statistics method.In the research,first of all,based on Maslow's demand theory,a detailed survey of the leisure sports consumption of urban residents in Jilin Province was conducted,which mainly included regional differences in consumption levels,consumption patterns,consumption concepts,consumption items,and consumption levels.The results confirmed that the current status of urban residents' leisure sports consumption in Jilin Province is in the process of consumption upgrading.The consumption level of residents has changed from survival type to enjoyment type;consumption form has changed from material type to service type;leisure sports consumption conceptGradually change to individualization,diversification and fashion;leisure sports consumption items are also tending to diversify.Secondly,the geographical location and resource allocation,management mode and organization,service quality management,human resource allocation and education and training of the sports complex in Jilin Province were also investigated and analyzed.The results found that Jilin Province Most sports complexes have inflexible systems;the operation level is low and the venues are more restricted;the main business of the complex is not prominent and the degree of industrial integration is relatively low;the lack of high-end brand events;the single talent supply channel and the shortage of professional talents;The evaluation and reputation of the sports complex are poor,and it is recommended to vigorously add sports leisure and entertainment projects.Secondly,combined with the problems existing in the Jilin Sports Complex,a detailed analysis of the advantages it possesses,including the key support of national and local policies;the significant effects achieved by some sports complexes;the successful experience of commercial complexes;The rise of experiential sports formats;the unique ice and snow sports resources in Jilin Province and the advantages of venue resources.Finally,based on the current development situation,existing problems,and advantages,the Jilin Provincial Sports Complex in the context of consumption upgrade is proposed for government construction,operation management,and consumer use.Advocating the advantages of own ice and snow sports resources,building a sports complex or snow sports town mainly based on ice and snow sports to meet the diversified consumer needs of the masses and promote the in-depth integration of sports and other industries,thereby promoting the old industry in northeast Jilin Province Upgrade of the base.Provide reference suggestions for the construction,operation and management of the sports complex in Jilin Province and the development of the sports industry in similar areas.
