Study On The Dilemma And Case Management Model In The Process Of Accurate Poverty Alleviation In Ethnic Areas

Eradicating poverty is a great practice of committing to the initial faith and mission under the background of the new era,and it is also the critical stagein finishing building a moderately prosperous society in all respects.Social work has gained institutional recognition in the current poverty alleviation work,and how social work majors can make full advantage of their professional knowledge and contribute professional strength to targeted poverty alleviation in ethnic minority areas is particularly urgent.Currently,the domestic research on targeted poverty alleviation is abundant,but the research on targeted poverty alleviation in ethnic minority areas is still relatively insufficient,especially in the field of how social work majors apply theories and methods to targeted poverty alleviation in ethnic minority areas.Located in the north of the mainland,W banner has unique regional characteristics,but the economy is relatively weak,and theper capita income growth of farmers and herdsmen is slow.At present,the poverty alleviation measures of the W banner include the aspects of industry,relocation of impoverished residents,health and education.Using the literature research method and the case study method,this research has carried on the qualitative research to five typical local poor households,and summed up the specific causes of poverty of the current poor households from the perspective of typology.The difficulties lied in the specific process of poverty alleviation.For example,the process is too rigid and does not reflect the dynamic;indiscrimination of the poverty alleviation project and measures yield less efficient results for that it lacks pertinency and individualization;top-down nationalperspective ignored the initiative of poverty alleviation objects.The advantages of case management is that it can comprehensively analyzethe causes of poverty and propose individualized solutions,and mobilize multiple resources to help poor households establish sustainable anti-poverty social support networks.Based on the case management model,the implementation system of targeted poverty alleviation in ethnic minority areas and the social resource support network of poor households are constructed,and some suggestions are put forward to cultivate social workers to intervene in targeted poverty alleviation and to establish dynamic tracking mechanism.
