The western minority areas are the main battleground of targeted poverty alleviation at present,and it is the task that the targeted poverty alleviation work must complete to tackle the deep poverty areas of the western minority areas.Promise the year 2020,the government and academia have paid attention to the role and status of targeted poverty relief in vocational education in building a well-off society in an all-round way.Currently,the targeted poverty alleviation of vocational education in western minority areas should adhere to the "two ethnic content" as the key to tackle poverty,and it is an important measure for vocational education to solve the problem of ethnic regional poverty and ethnic individual poverty.Fundamentally realize the steady poverty reduction of the western minority areas and population,the key is to insist on the poverty alleviation way of agricultural industrialization,to strengthen the foundation for poor areas and population to steady get rid of poverty and increase income.And put the training of agricultural technology such as planting,breeding,processing as also as entrepreneurship training such as marketing and management and other business knowledge as two aspects content,ensure effective implementation in every link of the targeted poverty alleviation of vocational education,it is the development ideas of vocational education to take targeted measures in western minority areas.According to the theory of neoclassical economic growth,starting from the neoclassical economic growth model by Robert M.Solow,set a theoretical analysis framwork of vocational education to take targeted measures in western minority areas.It is believed that economic growth in poor areas depends on technological progress.In the way of agricultural industrialization poor supporting,the match between initial human capital level and per capita physical capital,and professional human capital increment with infrastructure in poverty-stricken areas formed two dimensions of technological progress,morever,the internal effect of the initial human capital level and the external effect of the professional human capital increment are endogenous to overcoming the diminishing returns of the material capital and realizing the increase of output income and the increase of scale income.The two types of human capital also comes from the conversion efficiency to ordinary labor force to initial human capital and the efficiency of talent supply by vocational education.Achieved as scheduled to overcome poverty in poor and poverty-stricken areas,the key is to form their own matching relationship.Adapts the methods of documentary analysis and field investigation,analysis and discussion on specific implementation of targeted poverty alleviation in vocational education in individual counties,by studying the current situation of poverty-stricken areas,the causes of poverty,the characteristics of agriculture and animal husbandry structure,the path of poverty alleviation,and the input of various capital factors,this paper finds out the existing problems,which can provide a reference for the future direction of targeted poverty alleviation in vocational education.Through the research,we can draw a conclusion that the current capital factors in poverty-stricken areas can not match the two levels and four micro perspectives of human capital and material capital in the mechanism of promoting economic growth in the western minority areas by technological progress.In 2020,it will be an arduous task to lift the poverty-stricken areas and the poverty-stricken ethnic groups in western minority areas from poverty and become rich as scheduled,and the task of targeted poverty alleviation in vocational education is extremely difficult.In particular,the research is mainly carried out in the following aspects:The first part is introduction.Including the following aspects:the formulation and significance of the problem;literature review;research ideas and methods;definition of core concepts and innovation and deficiency of research.The second part,neoclassical economic growth model and vocational education targeted poverty alleviation explanation.Analysis of the policy documents on targeted poverty alleviation issued by different departments,including the Poverty Alleviation Office,the Ministry of Education,the Ministry of Agriculture and the Nine Ministries and Commissions in 2014-2018,in accordance with the policys orientation to targeted and poverty alleviation in vocational education,combined with the neoclassical economic growth model,this paper further constructs the theoretical analysis framework of targeted poverty alleviation of vocational education in the western minority areas,and discusses the significance of targeted poverty alleviation of vocational education based on the neoclassical economic growth model,which provides policy basis and theoretical basis for the following discussion.The third part is about the development of targeted poverty alleviation of vocational education in western minority areas.Through the understanding of the process of theoretical analysis,the way of poverty alleviation is further clarified.Content includes:specific poverty alleviation measures for training in agricultural technology and entrepreneurship;the initial level of human capital and the construction of micro-mechanism of the increment of professional human capital;the realization of two kinds of human capital matches with the per capita material capital stock and the regional material capital stock respectively.The fourth part is the case study of the targeted poverty alleviation of vocational education in the western minority areas.The analysis of H County in Qinghai Province is to probe into the problems of targeted poverty alleviation in vocational education,so as to provide macro-level policy recommendations for better implementation of targeted poverty alleviation in vocational education in the future.The existing problems are as follows:the weak infrastructure of agricultural industrialization has not been fundamentally changed and the stock of material capital per capita is insufficient,which has become a real fetter to improve the initial level of human capital;the local middle and higher vocational schools are unstable and lack the operation mechanism to help the poor;The increment of professional human capital is not enough and has not been able to play its role in poverty alleviation;the critical training chain for income generation has broken down and poverty alleviation measures have not been effectively implemented.The fifth part,the policy recommendations of the western minority area vocational education targeted poverty alleviation.This paper rethinks the existing problems of targeted poverty alleviation in vocational education,and puts forward some suggestions on how to further improve the targeted poverty alleviation of vocational education.First,we should respond to the weak accumulation of material capital in the development of agricultural industrialization in poor areas,We will supplement the stock of physical capital per capita,such as agricultural machinery,and accelerate the construction of local vocational and technical schools to improve their service capabilities,so as to lay a good foundation and environment for poverty alleviation for the upgrading of the level of human capital.Secondly,the implementation of projects and policies to improve the initial level of human capital,establish functional departments to guarantee the scale of professional human capital,and focus on training processing-sales-management human capital,so as to create internal vitality for the development of poverty-stricken areas.Finally,further strengthen the initial investment in human capital and the physical capital investment and on-the-job training of professional human capital to create conditions for realizing the endogenous demand for technological progress.
