As a form of placement for special children implemented since the 1980 s,regular class learning has developed to a new stage.After the 18 th National Congress of the Communist Party of China,education equity has been put in a highly important position,and more and more attention has been paid to the education of disabled children.Since 2014,the Ministry of education has successively issued two rounds of special education promotion plans,accelerating the pace of special education construction.Learning in regular class is an important part of special education.Resource teachers,as the implementers of management and education of children in regular class in general schools,their work quality greatly affects the level of the whole special education.Therefore,it is of great significance to study the professional level of resource teachers for promoting the reform of special education.S district is regarded as the Educational Highland of Shanghai.Since 2012,district s has established a resource teacher team with 38 full-time teachers,covering preschool to junior high school.According to the teachers,there are many problems in the work,such as teachers' lack of special education professional skills,inadequate school support and so on,which lead to the marginalization of children enrolled in regular classes in the class group,"regular class learning" has become "mixed reading in regular classes".This paper investigates the historical background of the development of special education,the current situation of the development of special education teachers at home and abroad.Starting from the basic information,workload and income,the professional knowledge of resource teachers,and the professional skills of resource teachers,this paper investigates the current situation of the professional developmentof resource teachers in S district,analyzes and summarizes the existing problems and causes,and puts forward that the resources in S district should be improved Suggestions for teachers' professional development.The research flow of this paper is as follows: firstly,the overall situation of resource teachers in S district is investigated by questionnaire.Then,according to the data presented in the survey results,three categories of questions are selected to prepare an interview outline,and seven resource teachers in the area are interviewed in depth to summarize three categories and ten aspects of the problems and causes.Then,in view of these problems,the teachers of the special education guidance center of S district were interviewed to find the root of the problem and put forward countermeasures.After research,this paper puts forward eight main countermeasures from the perspective of managers: strengthen the guidance for grass-roots schools,protect the legitimate rights and interests of resource teachers;improve the access threshold of resource teachers,guide the career planning of resource teachers;strengthen positive publicity,form a benign competition;optimize the evaluation mechanism of resource teachers,incorporate it into the theoretical assessment of special education;build a resource platform,increase business capabilities We should make full use of the advantages of school districts,establish a mechanism for dealing with problems at different levels,attach importance to students' mental health,strengthen the construction of teachers' psychological skills,build an individualized education management platform,and standardize the IEP formulation process.
