The relationship between teachers and national education is as close as lips and teeth.The disadvantages of the lifelong system of teacher qualification has become the target of public criticism.In the process of refactoring the teacher certification system and introducing teacher performance pay by the international community,the tiered teacher certification system is created as an innovative teacher management system,which emerged in the United States in the 1980 s.It has made great progress in the United States so far and formed a relatively complete and rigorous teacher development system.It also gets promoted in the research and practice of teacher development in various countries.Georgia has outstanding educational achievements in education reform.The research for teacher evaluation system leads the other states.Relying on the scientific and sound teacher evaluation system(TKES).The tiered teacher certification system in Georgia integrates pre-service teacher certification with in-service teacher's continuous career development and professional growth.China's primary and secondary school teacher qualification certification system and teacher professional title system respectively play the role of pre-service teacher's teaching qualification access and in-service teacher's management and incentive.Although they have gone through several stages for establishment,transition,implementation and reform.Both of them started late compared with the system in the United States.The advanced experience of the Georgia provides a new research direction for China's reform and innovation of primary and secondary school teacher qualification certification system and teacher professional title system.There are two main aspects of scholars' research on tiered teacher certification system: one is from the perspective of career vertical development to study the tiered certification structure,role responsibilities,the significance of promotion to teachers' career development process.The other is to study the certification requirements and evaluation system of teachers at all tiers by focusing on the staged and sustainable characteristics of teachers' professional growth.This study takes Georgia's tiered teachercertification system as the main research object,the certification requirements of teachers at all tiers as the starting point,and the teacher evaluation system(TKES)in Georgia as the main analysis point of all the certification requirements above.By sorting out related literature at home and abroad and defining the core concepts,combined with the six-stage theory of steffey's teacher career,the study is carried out by literature analysis method and comparison method.This study focuses on the recent progress of the tiered teacher certification system in Georgia and takes into account the both closely related aspects of teacher career development and professional growth.On the whole,first of all,it analyzes the formation and development,implementation background and reasons,and goals of Georgia's tiered teacher certification system for primary and secondary school teacher,sorts out the tiered certification structures and the relationships among different tiers and then summarize the characteristics of Georgia's tiered teacher certification system.Secondly,it outlines the teacher certification requirements at all tiers,and takes the teacher evaluation system(TKES)as the main analysis point of all the certification requirements above.Thirdly,it summarizes the characteristics of all the certification requirements and the teacher evaluation system adopted during the peocess.Finally,it is clearly significant that Georgia's tiered teacher certification system for primary and secondary school teachers promotes the professional growth and career development of teachers.By comparing the deficiencies in our current certification system and professional title system for primary and secondary school teachers,this study makes every effort to draw some enlightenment,which can contribute to the reform and innovation of the above two systems in China.And this study also tries to explore how to establish a sound tiered teacher certification system for China.
