Teachers are the foundation of education.It is very important to comprehensively deepen the construction of teachers in the new era and optimize the service for educational human resources.As a pilot area of China's comprehensive education reform,Shanghai has a cutting-edge advantage in educational concept and system mechanism.To explore the problem of educational human resources exchange and service can provide better guarantee for the construction of teaching staff.As a public institution directly under the Shanghai Education Commission,Shanghai Education Human Resources Exchange and Service Center plays an increasingly important role in the construction and service of Shanghai educational human resources highland.Since the theory of process reengineering was put forward in the 1990 s,it was first applied to enterprise reform,and then extended to the government and other public sectors.It has the important characteristics of fundamentality,thoroughness,significance and process centered,which has a profound impact in the field of management.From the perspective of process reengineering theory,this paper discusses the optimization of educational human resources exchange and service in Shanghai by using the methods of literature research and practical investigation.It points out that there are a series of problems in the service of Shanghai educational human resources exchange and service: it cannot fully meet the actual needs of educational human resources exchange and service,the work procedure is complicated,there is a certain tendency of administration,and "customer" experience low degree and low efficiency.The reasons for the above problems lie in: the concept of "customer satisfaction" as the work objective has not been established,the work mode of functional division is still dominant,the application of new technology achievements is insufficient,the performance evaluation is not scientific,and the work process is not reasonable.Therefore,in order to optimize the service of Shanghai educational human resources exchange and service,the following countermeasures should be taken: first,the work design should be based on the reality of educational human resources exchange and service: firmly establish the concept of service for educational human resources exchange,and take meeting the needs of educational human resources exchange as the service goal;second,through the reform of the work process to improve service satisfaction: the implementation of business process centered management,routine business process reengineering;third,the use of the latest technological achievements to achieve instant information exchange: to build an information platform for educational human resources exchange and services,strengthen the use of information technology achievements such as big data and artificial intelligence,and strengthen the information exchange with other human resources service units;Fourth,change the functional department system into the project department system: implement the project department system horizontally to promote work coordination;fifthly,through the implementation of performance appraisal to improve the working skills and level of the center staff: enhance the objectivity of performance appraisal,let "customers" participate in performance evaluation,and organically combine performance evaluation with incentive mechanism.It is hoped that the writing of this paper can provide some useful references for improving the level of educational human resources exchange and service in Shanghai,so as to better serve the construction of human resources highland in Shanghai.
