At present, the performance appraisal and management has been widlyapplied to all kinds of enterprise around the world.Performance appraisal systemof corporation group to branches turns to be more diversity along with theconsistently emerging of Corporation. However,the current of enterprise grouptheory and practical of our country is relatively backward.The evaluation ofcorporation group to branches is in its infancy and exploratory stage,and stillexists many problems.The reason is mainly due to conflict of arising interestbetween asymmetric information and inconsistent business object.It causes aseries of problems such as inefficient supervision to branches,insufficientrestraint,branches self-interest driving and improvident goal,makingcorporation group hardly play its overall effective roles.Therefore,how toobjective and impartial assess branches is primary premise and basis of effectiveincentive and restraint to branches for corporation group.The paper analyses present situation of appraisal to branches in ZoomlionCorporation Group based on literature research.It finds many problems existed asfollows:inconsistent strategic concerns,neglecting course assessment,short-termassessment indicators,a lack of communication feedback and inadequateconsideration of differences among branches.It designs and constructs branchBSC appraisal index system preliminarily by using the balanced scorecard theorythrough four aspects of finance,customer,internal business,learning andgrowth.Four first-level indexes is further specified to fourteen secondary-levelindexes by bounding appraisal,job analysis and concluding experience,whichkept to principles of goal consistency,SMART and operability.The paper designsand determines the index weight through expert evalution method and experienceassessment method.It establishes the balanced scorecard evaluation index systemin Zoomlion Corporation Group by combining with choosing the developmentstrategy and appraisal standard.In order to make the branch BSC appraisal index system susscessfullyimplement,it should design a set of evaluation system for support firstly.Toensure the implementation of whole evaluation system,it also have to work outspecific steps and enforcement guarantee measures of implementation to explore new performance appraisal management mode for branches in the whole ofZoomlion Corporation Group.
