with China's labor advantage to develop some labor-intensive industries,make our country has become a veritable "industrial powers" and "manufacturing power".But as the phase of the transformation of industrialization,heavy industry ratio becomes disorder,the industrial structure evolution has been,the domestic many traditional industries in the large surplus situation,China's economy has entered a new normal.Under the background of the new normal in the current economy in our country,we should hold a new round of global technology and the opportunity of the industrial revolution,promote the adjustment and optimization of industrial structure,trying to become a "manufacturing power" in our country.Shandong province is our country's economy and the big education province,should first and foremost,promoting the adjustment of industrial structure optimization.Long-term practice also proved that the optimization and upgrading of industrial structure is the key to guarantee the healthy sustainable development of economy,technology innovation is the basic power to promote economic development and to promote the optimization of industrial structure,it is impossible to realize the optimization of industrial structure fundamentally just rely on economic measures and methods,the only way to optimize the industrial structure is to improve the various elements of the micro-economy,extend and expand various boundary conditions of the economic system and stimulate the inherent driving force of economic thorough technical reform and innovation ly stimulated economic inherent driving force,can optimize the industrial structure.In this paper from the perspective of qualitative,introduces the research background,research significance,research methods and so on,has been clear about the research problem at home and abroad on the basis of technological innovation and progress of the study on the related theories of industrial structure system,then it reviews the historical development of industrial structure in shandong province,the paper analyzes the current situation of industrial structure in shandong province,it has found out that the current industrial structure in shandong province is overly dependent on the proportion of primary industry is too large,the industrial development industry,the proportion of traditional service industry is too large,etc.Based on qualitative and quantitative analysis,the mechanism of the optimization of industrial structure is analyzed.By shandong statistical yearbook and China statistical yearbook of science and technology,collecting the detailed data reflect the index of technical innovation and industrial structure of shandong province,the time span for 2001 to 2015,constructs the comprehensive evaluation index system of technology innovation capability of shandong province,and the technical innovation ability and the integrated evaluation of industrial structure in shandong province granger causality test were conducted for the relevant variables,reveals the technology innovation in shandong province and the dynamic relationship between industrial structure change.On the basis of the above research and analysis,the writer has summarized the research conclusion and connecting with the industrial development in shandong province,the writer has put forward the overall idea and related research more by the subjectivity of the strong hierarchical analysis method,with the help of a relatively strong objectivity of the factor analysis method to calculate the 2001 to 2015 in shandong province technology innovation value;Thirdly,the author use Eviews8.0 to evaluate the comprehensive evaluation value of technological innovation capability in Shandong Province and the related variables of industrial structure in Shandong Province,including the unit root test,co-integration test and Granger causality test,the causal relationship between technological innovation ability and industrial structure change in Shandong Province was studied from the dynamic level.
