Study On The Interaction Between Rural Human Capital Investment And Labor Transfer In China

The transfer of agricultural labor is a common phenomenon in the process of transformation from agricultural country to industrialized country,which is the core issue of the Dual economy transition.Nevertheless,the demand for human capital is different during the Dual economy transition and the different stages of industrialization.Different from the early phase of industrialization,at the present stage of our country,both of the industrial structure upgrading and the agricultural modernization need to have the corresponding quality of the workforce,but the transfer of agricultural labor and rural labor can't meet this requirement at present our country.In the present stage under the new situation,in order to achieve effective transfer of agricultural labor to non-agricultural industries and the city,we must improve the quality and technical level of the existing labor.At the same time,the transfer of the agricultural labor is also an important human capital investment,not only through learning by doing,on the job training and other ways to improve the level of human capital,but also has a spillover effect,increase the investment of human capital stock.Thus,there is an interactive relationship between non-agricultural transfer of agricultural labor force and human capital investment.Firstly,this paper reviews the domestic and foreign scholars on the relationship between human capital investment and labor transfer systematically.Secondly,analyses the Interaction between human capital investment and the transfer of labor theoretically from two aspects: The mechanism of human capital investment on labor transfer and the feedback mechanism of labor transfer to human capital investment.The level of human capital investment is the key influence factor of agricultural labor transfer in the process of labor transfer.The improvement of the human capital investment has a positive effect for increasing the labor migration income and reducing the cost of labor migration,making workers not only more inclined but also better able to transfer.Labor transfer is conducive to improve the human capital stock of the transfer itself,it also has a strong spillover effect.Labor transfer is an important human capital investment both for the rural labor force and the transfer to the city's.Thirdly,this paper analyzes the present situation of rural labor transfer and human capital investment in China,the level of human capital investment between urban and rural areas is analyzed particularly,it reveals the shortage of human capital investment in China's rural areas,we hope to further improve the rural human capital investment,and promote the transfer of labor force.Fourthly,this paper make an empirical test for the interactive relationship between rural human capital investment and labor transfer in china.In this part,firstly,the index system of rural human capital investment and labor transfer system is constructed.Then,the data of the selected indexes are processed without dimension,based on the grey correlation analysis method,the rural human capital investment and labor transfer system in China in 2008~2015 were calculated by using the coupling degree model,the results are in the coupling phase,close to the high level coupling,which shows that the relationship between rural human capital investment and labor transfer system is relatively tight.Finally,the policy suggestions to promote the transfer of labor force are put forward according to the theoretical analysis and empirical test,combined with the current situation of rural labor transfer and human capital investment in China: First,reform the household registration system,improve the social security system;Second,improve the labor market system,eliminate rural labor employment discrimination;Third,attach importance to the basic education in rural areas,and maintain the dominant position of government investment in education;Fourth,increase investment in rural health costs,improve the health care system.
