Reseach On The Evolution Of The Leading Industry In Resource-based Cities

Resources are closely related to the development of China's national economy,but there are many important problems to be solved in the development process.The exhaustion of natural resources,environmental damage,high unemployment,The extensive mode of enterprise development,the decline of resource-based industries,has seriously affected the development of resource-based cities,even the entire national economy.In2008,2009,2012,the country has identified 69 resource-exhausted cities(counties and districts)in three batches,indicating that more than 26% of the 262 resource-based cities in China have entered the resource depletion period.These problems are worth studying.From the point of industrialization stage,it develops from the light industry(labor-intensive)to heavy industry(resource intensive and capital intensive)and then high-tech industries(technology intensive development).Optimization and adjustment of industrial structure is the focus of economic transformation in resource-based cities,and the leading industry is the key to the success of the optimization of the industrial structure.Therefore,under the background of sustainable development,it is important to research the evolution process of leading industry in resource-based cities,straightening out the local leading industry evolution law can provide important enlightenment to the sustainable development of the industry.In order to analyze the evolution process of Huaibei's leading industry,this paper is based on the resource-based city life cycle,industrial structure succession,the choice of leading industry benchmark,industrial structure optimization.The index system of identifying leading industries of resource-based cities is constructed from four angles of comparative advantage,economic benefit,employment ability and technological progress.And this paper uses principal component analysis to identify the leading industries of Huaibei city in 1995,2000,2005,2010 and 2015,and find the evolution process and the mode of transformation of the leading industry,and analyse its driving force from five aspects,market demand,resource endowment,industrial policy,technological innovation,endogenous driving force.The final conclusion is that,in1995~2005,the industrial structure of Huaibei city is locked in the coal industry,electric power industry and the textile and garment industry.After 2005 years,with the gradual depletion of coal resources and under the government policy support,the coal industry downturn,the non coal industry has developed,the lock pattern began to collapse.The alternative industries,such as agro food processing industry,machinery manufacturing,ceramics,medicine manufacturing industry and building materials industry,start tobooming.Industrial structure is developing gradually to be advanced and reasonable,Huaibei city is in the development of the heavy industry to the high-tech industry.Otherwise,the industrial transformation of Huaibei is a composite transformation mode of industrial extension and industrial replacement.The main types of the leading industries are coal mining and washing industry,in addition,other types of industries vary,but tend to be stable.
