| The resource-based cities and areas in our country get rapid development in short time relying on natural resources and national preferential policies, which makes great contribution to our nation’s economic development and the socialist modernization. However, being to muchdepending on resource exploring, many resource-based cities and areas ignore constructing the long-term sustainable development ability, therefore, they fail to plan and cultivate the sustainable development of the industrial clusters. With the consumption of resources, the base of economic development in these areas and cities meets great threaten. All kinds of restricting factors begin to exposure,for instance, the gradually increasing difficulty in resources exploitation, the rising production costs, the drying up resource reserves, the seriously damaged ecological environment, the increasing employment pressure, the continuing decline urban competitiveness, which seriously hinder economic development. Hence, it is necessary for them to seek for transformation development in order to achieve long-term sustainable development.Adjusting and upgrading the industrial structure is a good choice, who’s core problem is the leading industry’s reselection and updating. Accordingly, the root in realizing the strategic transformation of resources city lies in correctly selecting and intensifying efforts to foster stronger new leading industries.In this paper, our research problem relies on Yizhang which is a typical resource-based county city, we do research in using both quantitative and qualitative methods. Firstly, on the basis of a systematic review of existing literature, we sum up three kinds of main models of leading industry selection of resource-based county cities: status quo filtering, actively cultivating, completely passive replacing. Our research focus on the main steps of the resource-based county cities’choice of the leading industry in the Status quo filtering model, so as to construct the index system of quantitative analysis on the base of marketing need, industry relations, technology innovation, comparative advantage, economic and social benefits, and the sustainable development. Secondly, according to the empirical analysis of the existing17industries in Yizhang county, we can find out the leading industry under the mode of the Status quo filtering. Thirdly, to make up for deficiencies in status quo filtering model, further qualitative analysis is conducted to obtain the leading industry using the active cultivation mode. At last, combining the quantitative analysis results in Status quo filtering model with the qualitative analysis results in actively cultivating model, we get the leading industry system:the first level is chemical raw materials and chemical products manufacturing (0.898)under the quantitative analysis results in Status quo filtering model.The second level contains two parts:general equipment manufacturing industry (0.299) and Black metal smelting and rolling processing industry (0.225) results in Status quo filtering model; new materials industry and new energy industry under the qualitative analysis results in actively cultivating model. The third level is Equipment manufacturing industry, bio-pharmaceutical industry and electronic information industry under the qualitative analysis results in actively cultivating model.At the end of this paper, we checked the pulling effect of chemical raw materials and chemical products manufacturing (0.898) that belong to the selected leading industry system on the Three Industries to assure the rationality and validity of the selection process. At last, we make suggestions for the development of leading industry system according to the actual conditions in Yizhang county. |
