Since the opening of the 18th CPC National Congress,comprehensive reform has kept on deepening,thus accelerating flow of different rural elements between urban and rural areas.The phenomenon is particularly prominent in terms of transfer of rural land property rights.To be specific,in order to accelerate development of land property right transactions,public service platforms,such as land property transaction centers,have been subsequently set up in different places.In January 2014,Taigu County established its rural property right transfer and transaction center.[1]So far,the center has been operating for more than three years.This paper takes Taigu County as a case study.First,through literature review,this paper refers to relevant theories of property right transaction to analyze the establishment of the national land property right transaction market in China,points out problems existing in the construction process,and puts forward corresponding suggestions.Second,through questionnaire survey,interview and seminar,the status of property right transaction in Taigu County are examined,including the establishment background,functions and characteristics of the property right transaction center.Based on the analysis results,the author comes up with the successful experiences of developing subjects,standardizing procedures and establishing online platforms.On the other hand,problems existing in the current stage of property right transaction are pointed out,including failure of implementing the institutional compilation,difficulty with the property right transaction financing,failure of confirming the rural land transaction right and incompleteness of the database.Next,causes behind these problems are discussed.Then,the property right transaction status in Chengdu and Wuhan,which are leading in terms of the property right institutional reform,is summarized,which can provide references and implications for the property right transaction construction.Finally,combining all the above discussion and analysis,the following suggestions for the rural property right transactions are proposed.First,expand the scope of rural property right transactions,and issue corresponding legal systems.Second,improve the financial cooperation and risk mechanism,and actively explore new financing channels.Third,standardize the rural property right information network platform construction.Fourth,implement the rural property right transfer price evaluation mechanism.Fifth,strengthen the construction of the property right transaction center.Due to limited knowledge of the author about property right transaction theories,this research inevitably has some limitations.Concerning these limitations,the author will deepen the research in the future.The author also hopes that this research can provide some references for the property right transaction construction in other areas of China.
