Northeast China was once the center of China's manufacturing industry.Since the founding of New China,it has played an important role in promoting China's economic development. However, with the continuous promotion of reform and opening up,the manufacturing industry in Northeast China has begun to decline, despite the country's rejuvenation since 2003.The development plan of the northeast old industrial base, but in the short term, the economic development in the Northeast has not improved. In factors that affect economic growth, total factor productivity is an important indicator. Therefore, through the measurement of the total factor productivity of the manufacturing industry in Northeast China and the empirical study of its influencing factors,it has important guiding significance for the transformation of manufacturing development in Northeast China. Therefore, this paper starts with the development history of the manufacturing industry in the Northeast, and according to the data of GDP and industrial output of the Northeast China from 1949 to 2016,the development of the manufacturing industry in the Northeast is divided into three phases. The development, decline and transformation of the manufacturing industry stage. Then, this paper uses the DEA-Malmquist index method, which is commonly used in the world,to measure and decompose the changes in total factor productivity of the manufacturing industry in Northeast China from 2005 to 2014.The calculation results show that the overall increase in manufacturing TFP in the Northeast China from 2005 to 2014.The decomposition results indicate that technological progress is the source of TFP growth in the manufacturing industry in Northeast China.Technical efficiency has little or even negative effect on the growth of manufacturing TFP in Northeast China.Through the measurement of TFP in 16sub-industries of the manufacturing industry,it is known that the growth of total factor productivity in the manufacturing industry in Northeast China is the chemical fiber manufacturing industry. The main factor affecting the growth of total factor productivity in all industries is also technological progress. Then, based on the measured results of TFP and referring to the relevant literature on the factors affecting TFP,this paper divides the influencing factors affecting TFP from the two aspects of technology and efficiency, and finally selects science and technology R&D input, labor quality, foreign trade,The level of financial development and five indicators of government intervention were used as influencing factors to empirically investigate the factors that influence the TFP.The results show that the technical factors are the main factors that cause the increase of total factor productivity of the manufacturing industry in the Northeast, and the decline in the efficiency level is the main reason for the decline of total factor productivity. Moreover, within the three provinces of Northeast China, there are significant differences in the factors that affect the total factor productivity of manufacturing. In Liaoning Province,R&D and IE are the main factors causing the growth of TFP in its manufacturing industry.FIN and GOV are the main factors leading to the decline of TFP.FIN in Jilin Province is the main factor that causes the growth of TFP in its manufacturing industry, and the effect of various influencing factors in Heilongjiang Province is not significant. Finally, based on the empirical results and the current situation of economic development in Northeast China, this paper proposes two suggestions for the development and transformation of manufacturing operations in Northeast China.First, accelerate the implementation of innovation-driven development strategy.Second, improve the efficiency of manufacturing development.
