At present,with the rapid development of China's economy,the domestic economic structure has changed in a certain degree,which brings the optimization of enterprise structure and the improvement of labor relations.In order to seek better development,enterprises have been adjusting their business structure and cutting down unnecessary costs.The labor dispatch happens to meet the new requirement of enterprises via cost down on both capital and management.After years of development,labor dispatch gradually reveals its advantage and has been accepted by both enterprises and workers.More and more people obtain their jobs by labor dispatch mode,meanwhile more and more companies choose the same mode to recruit staff.For example,labor dispatch has been one of the main employment way in China Telecom A Branch.Each year the new employees taken through labor dispatch occupy a large proportion among all new staffs which greatly satisfied the big labor demand.However,as time goes by,the mode of labor dispatch gradually exposed some problems.If no improvement taken,labor dispatch would not satisfy the requirement of enterprises and workers.So,how to improve the labor dispatch mode and to get rid of its malpractice is a big problem not only to China Telecom A branch,but also to many other enterprises.In the essay,writer did some research on the issues of labor dispatch happened in China Telecom A Branch by investigation and analysis,based on the relevant theories of human resources,relevant domestic and foreign literature and own working experience.Firstly,demonstrate the characteristics and working mode of dispatch,and then analyze the advantage of labor dispatching,such as the convenience of personnel management,cost down and efficient service;Secondly,analyze on the existing issues of labor dispatch in China Telecom A branch base on the introduction of the organization chart,the working position of current labor dispatch in the company and required characteristics of the staffs,and raise the main existing problem including human resource management,performance salary,social security insurance premium,medical insurance and career development issues;Thirdly,acknowledge the thinking of labor dispatch employees by questionnaire,analyze the factors influencing the enthusiasm and loyalty of them,and demonstrate the necessity of improving current labor dispatch mode;Finally,based on above analysis and research,develop the strategies and suggestions for dealing with labor dispatch for China Telecom A branch,including taking the staff development plan into the enterprise development strategies,improving the business level of human resources management team,creating the human resources cost-efficiency model,improving the salary management system,establishing operable performance appraisal system,focusing on career development program,and so on.With above mentioned workable counsel provided to China Telecom A Branch,the management of the company are able to motivate the dispatched employees in a certain degree,and improve their loyalty to the company,which is beneficial to the stability of the company structure and improvement of operating ability of the company.
