Research On The Evaluation System Of Regional Science And Technology Innovation And Entrepreneurship Policy

In the new era of innovation-driven development,innovation and entrepreneurship have become an important way to make the national economy sustainable growth.Prepare reports on the work of the government in 2015;Chinese Premier Li Keqiang put forward a new concept for development: Mass entrepreneurship and innovation.Provinces and cities have published a series of new policies and measures to encourage and guide local's progress of innovation and entrepreneurship.There exist many problems to carry out these policies due to the uncertain and dynamic of policy,such as hard to implement a policy and inefficiency.The phenomenon indicates the work is hard to have effect.Therefore,to establish an evaluation system of advanced science and policy innovation,and actively carry out effective management of policy evaluation,to further improve the innovation and entrepreneurship policy,has become a necessary guarantee for the implementation of innovation driven by strategy.This paper summarized the domestic and foreign scholars on innovation policy research,innovation and entrepreneurship was summary based on the type,the system dynamics method was used to in-depth analysis regional management policy and technology innovation and entrepreneurship activities,reveal the mechanism of innovation and entrepreneurship output process,formulate regional management policy framework is effective the design of regional management evaluation;policy evaluation scheme,including evaluation item composition,evaluation purpose,principles and evaluation process evaluation elements,evaluation process including the implementation,control,feedback and evaluation;on this basis,to build an effective regional management policy evaluation index system from the perspective of the effectiveness of policy formulation,policy implementation and policy performance;Through analysis the relevant influence factors of innovation and Entrepreneurship Policy,design the evaluation index system and model,and Heilongjiang province is taken as an example to carry out the evaluation of innovation and entrepreneurship policy,the relevant countermeasures and suggestions are put forward based on the results of the evaluation.The purpose of this study is to present theoretical guidance and scientific basis for improving the effectiveness of innovation and Entrepreneurship Policy in Chinese provinces and municipalities.
