The Application Of PPP Model In Infrastructure Construction

With China's economic development entering a new normal,the problem of local debt is becoming increasingly prominent,and the construction of infrastructure is facing great pressure.The traditional government-led financing model has been difficult to meet the needs of infrastructure growth.Therefore,the Third Plenary Session of the 18 th Communist party of China Central Committee pointed out that the reform of the economic system is the focus of all-round reform,the core issue is to deal with the relations between the government and the market.Enable the market to play a decisive role in the allocation of resources and better play the role of government;In the meantime,social capital is allowed to participate in urban infrastructure investment and operation by means of franchising;Premier Li Keqiang has repeatedly stressed the importance of encouraging and attracting social capital to participate in urban construction operations in the form of joint venture,sole proprietorship and franchise.Under this background,the state Council,the national development and reform commission and the Ministry of finance have promulgated the state Council's guiding opinions on the investment and financing mechanism of the key areas of innovation.The government and the social capital cooperation demonstration project to carry out the important policy of the relevant issue,thus we can see the government pushes the implementation force and determination of PPP model.The PPP model will replace the traditional financing model as the new main force leading China's infrastructure construction.In accordance with the trend of the times,Jilin province,combined with its own practice in February 2015,officially released the "Jilin province" on the promotion of the use of government and social capital cooperation,from "opinion." At the end of2017 years,the PPP project library in Jilin province has a project of 170 projects,with an investment of up to 483 billion and 690 million yuan.The first project of Changchun new district using PPP model is CAEDZ's comprehensive pipe corridor and west district municipal road network Phase ii.This paper studies the application of PPP model in infrastructure construction.On the basis of a large number of documents,first of all,from the definition and concept of PPP model,we study the recognition,preparation,procurement and execution of the PPP model.The core content of the handover and so on,secondly,on the basis of research on the application of PPP model at home and abroad,summed up the experience in the operation of the PPP model;Then,in order to take the PPP model of the Changchun airport economic development zone integrated tube and the second phase of the municipal road network project,the analysis of the project is worthy of reference and need to pay attention to the problem.Finally,the paper expounds the existing problems in the infrastructure,and puts forward some feasible suggestions.
