The housing rental market is an important component and a developmental pillar of the national real estate market.A well-developed housing rental market can,to a certain extent,stimulate the development of the national economy of the entire country while satisfy the living needs of the country's residence.The government has issued a number of policy opinions on cultivating and developing China's housing rental market,such as "Several Opinions of the General Office of the State Council on Accelerating the Cultivation and Development of the Housing Rental Market",etc.,and clarified the government's determination to implement the policy of " tenancy and purchase of same rights".The central government's focus and active support for China's housing rental market is very instructive.Therefore,actively cultivating China's housing rental market is of great significance to the improvement of the overall real estate market,the establishment and improvement of a viable housing rental system,the rational solution to meet the housing needs of the people,and the promotion of the continuous development of the social economy.The practical significance of cultivating and developing China's housing rental market is first analyzed by this article.While explaining the relevant theories of the housing rental market,the ratio of housing rental to housing selling,the activity of the housing rental market,the proportion of the rental population,and the market penetration rate of the housing rental companies,the scale of housing rental market and the rent-income ratio these six indexes are used to build the housing rental market evaluation index system,with the use of the index system to assess the development of China's housing rental market,the evaluation results show that the current overall development of China's housing rental market is low.Among first-tier cities,both sale and rental ratio and rent-income ratio are all deviated far from the normal international standards.Second and third tier cities followed behind,although the degree of deviation was slightly lower,the problems were also more pronounced.The supply and demand structure in the housing rental market in China's major cities on the first,second,and third tiers is uneven.The first-tier cities are particularly serious.Their development level is far less than that of international developed countries and regions.The housing rental market in the second-tier cities has been stunted,and the development in the third-tier cities,especially in the housing rental market,has become extremely slow.The article further analyzes the causes of the lagging development of China's housing rental market from three aspects:"tenancy and purchase of different rights" housing public policy and traditional residential culture.Finally,it put forward the countermeasures to promote the development of China's housing rental market,that is to carry out "Rights" reform,improve the public policies of the housing rental market,and guide the culture of residential housing consumption.
