The Research On The Dilemmas And Countermeasures Of The Regulation Of Online Car-hailing Services

With the development of the " internet plus" and the sharing economy,the online car-hailing services in China has developed explosively in recent years.It brings passengers a better travel experience,however,the traditional taxi market is challenged,which not only triggers a series of confrontational events,but also causes problems on the security,the service and the disordered competition and other problems come from car-hailing services.Under this background,the Chinese government introduced a nationwide regulation for the online car-hailing services in 2016,and China became the first country in the world that gives a legal status to the online car-hailing services.However,the detailed rules for the implementation of management methods introduced by local governments have caused widespread controversy,many of the regulatory requirements are difficult to implement.the problem that it's hard for people to take a taxi and the cost is so high were reemerged again.This paper attempts to analyze the problems and reasons in the practice of government regulations of online car-hailing services,and then puts forward some suggestions for improvement.First of all,this paper introduces the research background of this subject,combs the current research of online car-hailing services regulations both in China and on abroad,defines the concepts of online car-hailing services and government's t regulations,and explains the theoretical basis of the research on the problem of online car-hailing services regulations.Starting from the current situation of the developments of online car-hailing services and the status quo of regulations,it is pointed out that the government's regulations of online car-hailing services have to be improved and perfected.On this basis,The main problems on the online car-hailing services includes the imperfect of the regulatory regulations,the chaotic of the online car-hailing services platform,the bad service quality and the ineffective of the regulations caused by benefit gambling.In order to improve the supervision system and promote the development of the online Car-hailing services industry,five countermeasures are proposed Including further improving the regulation and regulations;Construction of multi sector supervision linkage mechanism,compacting the responsibility of car-hailing services platform,regulating the behavior of the platform;establishing an score system management,promoting the service level of the car-hailing services platform;insisting on fairness and openness,adhere to procedural justice,eliminate stakeholder interference,provide more space for the development of online car-hailing services;innovating the train of thought,carrying out full time and part-time classification management of the drivers.
