Research On The Hangzhou Governmental Regulation Of The Online Car-hailing

In recent years,the rapid development of mobile Internet technology has provided a better technical conditions for the urban traffic development.The integration of urban traffic and the mobile Internet development has produced new ways of outgoing,of which online car-hailing is one of the most popular.The emergence of online booking for rental cars provides a more convenient and diversified transportation service for public transportation.At the same time,the rapid development of online booking of rental cars has brought great impact on the traditional taxi industry.To actively and steadily promote the reform of the taxi industry,encourage innovation of transformation and better meet people's travel demand,regulations such as "guidance on deepening the reform to promote the development of the taxi industry" and "interim measures for Internet booking taxi service management" have been respectively issued by general office of the state council,the ministry of transport and the ministry of industry and information technology.After that,a number of cities in china have introduced the implementation rules of the online car-hailing service.However,problems have emerged at the same time.Chaos of market competition still exists in the Internet booking taxi operation,the dispatch mechanism is opaque,the passenger rights and interests protection has hidden danger,the permission for the platform application is not active,the data docking is not standard,the financial risk hidden danger is worth paying attention,responsibilities for the the taxi and the Internet are unclear,the safeguard of consumer rights and interests is weak,the difficulties for profession supervises and law enforcement are still on the way.This article takes the Hangzhou taxi Regulation of network booking as the example and analyzes the development course,reform rules and existing problems of the network booking taxi by using the theory of government regulation and the theory of shared economy.This paper also makes a comparative analysis on the methods of booking taxis in countries like Singapore,the United States and the England and cities like Xiamen,Foshan and Guiyang.By these analysis this paper tries to find out the experience which is worth to learn from,thus put forward some countermeasures and suggestions on perfecting the supervision of the network booking taxi in Hangzhou,and bring forth some measures to improve the law and regulation system,the construction of network car supervision system,the linkage reform of the old and new taxi industry,and finally the sustainable and stable development of this industry.
