The Research Of The Effect Of Urban Informatization Being Benefit To Citizens

With the acceleration of global urbanization and the rapid development of information technology,an increasing number of cities are using information means to solve numerous urban problems.In recent years,in order to achieve harmonious urban development and solve the urban problems caused by urbanization,China has launched a number of urban informatization projects,such as smart city,information consumption city,e-commerce model city,broadband China model city,new smart city.With the idea of "people-oriented" being increasingly placed in the primary position in China's social development,the process of urban informatization has also attached increasing importance to the material benefits brought by the IT project to people.Therefore,the effect of benefaction to people of urban informatization is of great research significance.This paper unfolds focusing on urban information benefaction to people and makes beneficial exploration on the development status,evaluation methods and development ideas of the effect of benefaction to people of urban informatization in China.First,starting from the most basic concept of urban information benefaction to people,namely,informatization,connotation analysis and concept definition of "urban informatization","urban information benefaction to people" and "effect of information benefaction to people" are carried out,and the conceptual system and theoretical basis with clear logic and rich content for the development of urban information benefaction to people are constructed.Second,with the effect of urban information benefaction to people as a guide,based on the urban system theory,from four dimensions of benefaction to people service,urban economy,urban humanity and urban ecology,the effect evaluation model of urban information benefaction to people is constructed,which can more specifically and more comprehensively reflect the actual effect of benefaction to people of urban informatization in different aspects and fields,so as to provide a new perspective for related evaluations on urban informatization to advance with the times and meet the needs of people's livelihood.Third,the evaluation method in the existing evaluation indexes for the effect of urban information benefaction to people,which assigns weight and index score fromthe subjective viewpoint,is improved.The information entropy weight based on the index objective value is added to the comprehensive weight,the fuzzy thought is included into the evaluation model,and the scientific mathematical model is built to evaluate the effect of urban information benefaction to people.Fourth,according the distribution of urban informatization pilot tasks in various cities and the amount invested by the cities in software,information technology and communications industry,representative informatization cities are selected,the fuzzy assessment model of urban information benefaction to people effect is used to evaluate the selected cities,and the effect of urban information benefaction to people in present China is analyzed from a general perspective.Fifth,Zhengzhou,a central megalopolis which undertakes the most urban informatization pilot tasks,has medium level of ICT investment volume as well as a large population,and is located in China's transportation hub,is taken as an example to evaluate the meteorological field of the field of information benefaction to people of the city,and to sum up the experience of the development of meteorological information benefaction to people.
